Lupws session 5 land zonation_planning_TABI_eng

  1. 1. Session 5: Developing concensus on the strategy, and then undertaking Land and Forest Zoning Content Step 5. Develop consensus on Land and Forest Zoning Step 5.2 Land and Forest Zoning Step 5.3 Develop Management Plan on Land and Forest resources at village level 115.10.2012
  2. 2. Review of imagery type x resolution x cost 215.10.2012
  3. 3. Important technique: > do not mention or use “3 forest categories”…..at any time Never mention the “3 forest categories” with the villagers – during either (i) CLU and forest cover mapping or (ii) improving land and forest zonation. Why ?? • It is top down (takes out the „participatory‟ from LUP) • It confuses villages…the terms used etc, (‟conservation‟) • It confuses staff (and consultants !) • Often, staff and villages (a) feel obliged to define zones for the 3 categories, and (b) that‟s all the forest zonation that they do – very misleading It is much better to start with a clean plate – let villagers define their own forest zones – but can still use the Land 3 Classes Table - has been very successful for TABI.15.10.2012
  4. 4. 5.1: To gain consensus on Land and Forest Zoning approach to be applied in the Village cluster Objective To develop mutual understand among stakeholders on the general requirement for improved and use – and how to zone for this – in each village in the Goomban. Process  Organize a stakeholders meeting at district level Prov, district, Village Cluster & Village Representatives  Staff presents “results” from mission 1 & 2 - Mission 1 Village basemap & village boundaries - Mission 2 Current Land Use, Forest Covers & village Socio- economic data  Participants verify information and comments 415.10.2012  Consensus and set up direction for future zonings
  5. 5. 5.2: Land and Forest Zoning Objective 1. To define zones of agriculture land to meet farmers‟ need for agricultural productions, and households needs for food. 2. To allocate and delineate zone‟s for agriculture land and forest system, not only for production and management, but also as a basis for future communal Land Titling. 515.10.2012
  6. 6. 5.2.1 Method to zone Forest Land 1. Review with villagers the current land use maps etc, especially „forest never cleared‟ and any forest zones currently „managed‟ by the villagers. 2. Villagers define if they want to contnue to protect to current forest cover areas 3. Villagers define if they want to regenerate „deforested‟ areas. 4. Map these on the SIM. 5. Use questions in FZ Protocol for group discussions in each zoning area 615.10.2012 Link to FZ Protocol

  8. 8. 5.2.2 Method to zone Agriculture Land 1. Review on Current Land Use, upland farming system scatter of individual or group and land tenure 2. Needs assessment of rice to eat 3. Decision on number of years on upland rotational system in terms of: (a) Village population needs (b) Amount of land zoning for forest (c) Amount of land for fixed agriculture d Minimum of rotational is five years but best is 7 – 8 years rotation 815.10.2012 Link to FZ Protocol

  17. 17. 5.3 Developing the “plan” for use and management of the agriculture and forest land and forest resources • Based on results from interview on agriculture & forest land zoning and prioritization which define management plan as: - Forest land - Agriculture land - Forest resources • Develop procedure and monitoring system • Village Agriculture & Forest Land Management Guidelines Part Principle and Approach Part Results from problem analysis Part Management Plan and Land Development 17 Part Mechanism and Measure15.10.2012

  20. 20. Comparison between group & individual scatter rotational system in upland  Rotation as group Advantage 1. Easier to control pests and livestock 2. Easier to control forest fire 3. Reduce labor & time i.e. fencing 4. Opportunity to build track & transport products 5. Opportunity for communal Land Titling 6. Easier to define agriculture land versus forest land Disadvantage 1. Without good control system – may lead to land erosion 20 2. People who own more land unwilling to this system??15.10.2012

  22. 22.  Rotation as individual household Advantage 1. Less risk to land erosion 2. Less require for land zoning Disadvantage 1. Difficult & require more resources to control pests & livestock and 2. Control forest fire 3. Require labor and time i.e. fencing 4. Require own capital to build track 2215.10.2012 5. Impossible to issue Communal Land Titling
