NLMA Director General on the Implementation of the Micro
Land Allocation Project in 16 poor districts nationwide No.
002, dated 11/ 01 /2010;
 Referred to the decision of the Minister of Prime Minister,
NLMA Director General No.825/PMO.NLMA, dated 3
December 2011;
 Referred to the Decision of the Minister of MONRE No.
0740/MONRE, dated 10 February 2012 on the appointment of
the project’s steering committee and the land use and
allocation team in district level;
 Referred to Article 2, 6 of the Prime Minister’s Decree No.
287/PM, dated 14 July 2012 on the implementation of the
socio – economic development and state budget.

Project Implementation Patterns
I. Micro Land Allocation Project in Village Level
Purposes:
 To have the appropriate land allocation plan and in accordance
with the local landscape and potentials.
 To define the land use and management zones and detailed land
use types of each village linking to Koumban land use planning
across the country.
 To establish the land management and administration system by
geographic information in correct manner from the village level.
 To prepare the documents and legal documents on the land use
planning in village – Koumban level and endorse the land
allocation plan in district level

II. Macro Land Allocation Project in District Level
 To re-establish the land allocation system in accordance with the
district socio-economic strategy,
 To define the people’s residence and construction areas for the
benefits of villages, Koumban, and district in systematic manner
in order to have the land use layout, land use for production by
the agreement from the sectors and be able to endorse in basic
level,
 To define the boundary, type of land use ( 8 land categories in
according to the law)

4. Achievements from 2010-12------:
 National master land allocation plan:
-Continuecoordinating with the sectors and national assembly in improvementof the national land allocation and
present to the government;
 Provincial/capital land allocation plan:
-not yetimplemented because it is waiting for the endorsement of the national land allocation master plan;
 District/municipality land allocation master plan:
-Implemented 6districts (Kenethao, Thaphabath,Pakxong, Laongam, Thataeng, and Sanamxay)) Total: 372villages;
 Village/Koumban land allocation plan:
-Continueimplementing 47poor district (in complete districts) in893villages and printed land allocation plan books in
2532villages.
Inconclusion,upto nowimplementationcompletedas follows:
 Basicallycompleted nationalland allocationmasterplan;
 Completedlocal landallocationplanin80 districts, 4757villages;

Plan for 2012-2013
 Continue improving and completing the national land use masterplan, presenting the
governmentand NA for endorsement;
 Complete the provincial/capital land usemaster plan in 2 provinces (LPB and VTE
provinces).
 Make thedistrict land allocation plan in 43 districts (in 3 build pilot districts);
 Make thevillage/Koumban land allocation plan in 32 districts (in 3 build pilot
districts).
