  3. 3.  Take school boards out of the hiring and firing business  Eliminate “LIFO” or “Last In, First Out”  Ineffective after one year, return to probationary status, start dismissal after two years, and lose certification after three years.  Reserve tenure status for teachers that have been highly effective for five years in a row.
  4. 4.  Expand the existing Scholarship Program statewide for low-income students at C,D and F schools.  Not hold private and parochial schools to the same standards as public schools. Give parents a vote to have their school eligible to be a Recovery School District Charter. “Parent Trigger”  Change funding of schools so that dollars follow the student.

  6. 6. No MFP growth for 4th consecutive year.  Places Student Scholarships for Education Excellence Program in the MFP and expands the program.  State General Revenues increase only based on increased student enrollment. (21 mil or less than 1%)  All other education revenue sources go down, such as subgrantee assistance, federal funds, education excellence funds, etc.  No monies to deal with increased costs of transportation, insurance, retirement, etc.

Foreign Language Associate Enhancement Adds the $20,000 supplemental allocation for districts and schools that employ teachers who graduate from the Escadrille Louisiane program to the current allocation for Foreign Language Associate Teachers (10) Hold Harmless Enhancement Repurposes the annual 10% Hold Harmless reduction amount to provide rewards to High performing schools, and schools achieving significant student progress, as defined by BESE

  11. 11. HB88 (Hensgens-R, HD 47) Prohibits public payroll withholdings or deductions or any portion thereof from being used to support or oppose candidates, propositions, political committees, or political parties and provides for the enforcement of the prohibition by the Board of Ethics.
