BIHAR FLOOD
Flood is a natural disaster and an overflow of a large amount of water beyond its normal limits
over the dry lands. Due to flood effect, lands come to face degradation situation, means lands
are transformed from its original shape and made different kinds of shape or types of land
surface. Topography of Earth Surface is mainly changed by natural calamities; flood is one of
them.
Victim: In India, Bihar is flooding
from the month of July (most
probably on 13th
-18th
July, flood
was occurred due to heavy rain
extremely), 2019. We can see (fig
no. 1) heavy rains disrupt transport
services and normal people’s life
in Bihar. Approximately, 12
districts of north Bihar were the
main victims of tremendous flood
as floodwater breached
embankments, snapped roads,
washed away small bridges and
had damaged standing paddy,
maize and jute crops.
Causes of Bihar Flood: The main causes of Bihar flood are as follows:
a) Heavy Rainfall: India Meteorological Department (IMD) officials told that on July 11-12,
Nepal’s Simara weather station had received more than half the 580.2-millimeter rainfall it gets
in July normally. The spell totaled 478.40 mm by July 13. North Bihar districts had received
record-high rainfall during between July 12 and 13. East Champaran got 214.92 mm of rainfall,
Sitamarhi 154.55 mm and Muzaffarpur 125.15 mm in those 24 hours. This had been surpassed
a 54-years-old record of heavy rainfall in 24 hours in Bihar. Then, on July 14, Kishanganj block
alone recorded 186.8 mm rainfall within five hours followed by Kochadham block that had got
164.2 mm, Thakurganj block 163 mm and Bagadurganj block 162 mm.
b) Sudden rise of Water levels of Rivers: Vyas, vice-chairman of Bihar State Disaster
Management Authority (BSDMA) told that on July 13, all 56 sluice gates of the Kosi barrage
were opened, releasing three lakh cusecs towards Bihar. Heavy rainfall had been ensued in
Bihar as well, but the sudden rise of water levels in Kosi, Bagmati, Kamka Balan, Gandak,
Budhi Gandak and their tributaries was due to an extreme weather event in Nepal.
Impact of Bihar flood: BSDMA officials told that from the month of July, floods had affected
more than 2.5 million people of 546 panchayats at 77 blocks in 13 districts.

Recently on 29th
sept, three people
were killed in Bihar's Bhagalpur
district when a wall collapsed on
them following heavy rains. Many
others were feared to be trapped.
Besides this, in Khagaul, four
people had been died when a tree
fell on an auto due to heavy rains.
In Bihar's capital Patna (Fig. no. 2),
floodwater had been entered
residential areas and People had to
wade through waist-deep
waterlogged streets to reach
hospitals and avail other civic amenities. Several trains were running late and cancelled by
several hours. Healthcare facilities and schools had also been hampered due to heavy rains in
the state. Till (29th
aug-30th
sept), normal life in Bihar and UP had been thrown out of gear due
to heavy rain and severe water-logging in the past two days. More than 80 people had been
killed in rain-related tragedies.
Weather Alerts: Due to the weather
department report (Fig. no. 3), it had
been forecasted heavy rainfall for the
city till September 30. The Patna
district administration had been
ordered the closure of all schools till 1st
October. For districts like Shivhar,
Setamani, Saaran, Begusarai, Buxar,
Jamui, Madhubani and Muzaffarpur.
Meanwhile, a yellow alert had been
issued for Patna, Gopalganj,
Shekhpura, Champaran, Siwan among
other districts of Bihar, an orange alert
had been issued.
Mitigation: Over 1,000 boats had been pressed into service throughout the state to evacuate
people to safer places. The National Disaster Response Force (NDRF) and state authorities
were being carried out round the clock relief and rescue operations. The Central government
had provided two Air Force helicopters to Bihar for relief and rescue operations in the flood-
affected area of Patna. The state government had sought the helicopters from the Centre for
rescue operations in the affected area of the state capital.
