Impacts of Automated Vehicles - Guidance for Australian and New Zealand Road Authorities

  1. 1. Scott Benjamin Stuart Ballingall July 2016 Road Agency Assessment of Key Actions to Support Automated Vehicles
  2. 2. OVERVIEW Setting the context Key considerations about AV Physical infrastructure Digital infrastructure Road Operations Next Steps 2
  3. 3. SETTING THE CONTEXT  Australia's population is projected to double to 46 million by 2075 [ABS]  66% of Australians lived in cities in 2013 and this will increase to 72% in 2053 [ABS]  “World class congestion” Sydney 7th worst congestion in western world and on the rise (Tom Tom 2013)  Drive for sustainability – reflected in use of alternative fuels and changes in transport behaviors. 3
  4. 4. SETTING THE CONTEXT  Disruptive technology is an opportunity !! 4
  5. 5. SETTING THE CONTEXT 5  Disruptive technology is an opportunity !! KEY TRENDS…..  ELECTRIC  AUTOMATED  THE SHARED ECONOMY e.g. ON DEMAND SHARED MOBILITY SERVICES Cees De Wijs, Chairman ERTICO
  6. 6. SETTING CONTEXT – PREDICTING THE FUTURE  Making accurate predictions is difficult..  In terms of technology, cars and trucks of today are where most mobile phones were before the iPhone. 6
  7. 7. AUSTROADS PROJECT BRIEF Review emerging AV requirements Provide guidance to facilitate an effective and consistent approach to designing, maintaining and operating road networks for AV deployment 7
  8. 8. AUSTROADS PROJECT BRIEF Review emerging AV requirements Provide guidance to facilitate an effective and consistent approach to designing, maintaining and operating road networks for AV deployment Other key projects: Regulation and Licencing (Austroads - ARRB) Safety Benefits (Austroads – MUARC) NTC review of legislative issues State road and transport agencies 8
  9. 9. KEY CONSIDERATIONS ABOUT AV Implications for mode share and VKT (Lauren) Consider AV needs as another road user  Eyes and ears? 9
  10. 10. KEY CONSIDERATIONS ABOUT AV Sensing the immediate environment 10 Texas Instruments
  11. 11. KEY CONSIDERATIONS ABOUT AV Intros & Implications for mode share and VKT (Lauren) Consider AV needs as another road user  Sensing the immediate environment  Positioning (see later - SLAM)  Biomimicry and ability to “think” and adapt  Consider of user group - where is the vehicle operating ? - what interactions does that involve? 11
  12. 12. KEY CONSIDERATIONS ABOUT AV Frameworks to consider  Level of vehicle automation (SAE)  Complexity of environment / interaction  Fit with NOP and Link (movement) and Place  “Certification” 12
  13. 13. PHYSICAL INFRASTRUCTURE – AV NEEDS Guidance and practices differ within a state… Consistency / layout & signs, lines etc Readability Asset Management and Maintenance 13  Signs (S/L and VMS)  Lines Pavements Structures Barriers
  14. 14. PHYSICAL INFRASTRUCTURE – AV NEEDS Guidance and practices differ within a state… Consistency / layout & signs, lines etc Readability Asset Management and Maintenance We need to consider use cases:  Impacts?  Mitigation measures? 14  Signs (S/L and VMS)  Lines Pavements Structures Barriers
  15. 15. PHYSICAL INFRASTRUCTURE – AV NEEDS Guidance and practices differ within a state… …. there is also opportunity …. Consistency / layout & signs, lines etc Readability Asset Management and Maintenance We need to consider use cases:  Impacts?  Mitigation measures? 15  Signs (S/L and VMS)  Lines Pavements Structures Barriers
  16. 16. DIGITAL INFRASTRUCTURE – AV NEEDS Vehicle Location (SLAM) 16
  17. 17. KEY CONSIDERATIONS ABOUT AV Vehicle location (SLAM) [Bosch] 17
  18. 18. DIGITAL INFRASTRUCTURE – AV NEEDS Vehicle Location (SLAM) Cellular coverage (more than AV!) Data Management  Road Operator OEM / Service Provider:  Some data is of great interest (road works)  Robust, timely 18
  19. 19. DIGITAL INFRASTRUCTURE – AV NEEDS Vehicle Location (SLAM) Cellular coverage Data Management  Road Operator OEM / Service Provider:  Some data is of great interest (road works)  Robust, timely OEM / Service Provider Road Operator:  Privacy and device surveillance  …. there is also opportunity …. 19
  20. 20. ROAD OPERATIONS Need for consistency again paramount  NOP / Link and Place – Strategic consideration  Route / Link conider “Certification” need  Range of guidelines and treatments for road works eg yellow line marking  Consider whole of road reservation (pickup / drop off) 20
  21. 21. ROAD OPERATIONS Need for consistency again paramount  NOP / Link and Place  “Certification”  Range of guidelines and treatments for road works eg yellow line marking  Consider whole of road reservation (pickup / drop off) More efficient use of network Optimising use of physical infrastructure (bridges and pavements) …. there is also opportunity …. 21
  22. 22. NEXT STEPS Report due to be published 4th quarter 2016 Presentation at World Congress in October in Melbourne 22
  23. 23. FINAL THOUGHTS (BEYOND THIS PROJECT) Disruption crosscut requires very different knowledge, skills and collaboration to respond. AITPM has a role Need for better communication across industry. Frameworks or “models” assist Standards and policy development moves slowly Community is key Legislative response is vital Pricing.. Soft transport Paper: Wigan, Gaffney, Benjamin 23
