City Protocol Framework The City Protocol Framework (CPF) provides a common language with which to describe the different key features of city life. The CPF includes the anatomy, the functions and the metabolism of a city following the analogy of a living being, with a range of interrelated systems that work together to maintain good health and to enable self- sufficiency. This tiered conceptual approach of the framework facilitates the evaluation of performance while providing cities with a common structure to describe their unique set of challenges and opportunities to each other, in a way that helps them discover what commonalities they might share.
