  2. 2. A. KasaysayanngBaranggay<br />Socorro which means “help” in Spanish, derived its name from its Patroness, OUR LADY OF PERPETUAL HELP. Created into a Barrio on November 6, 1961 by virtue of Quezon City Ordinance No. 61-4883 and as Barangay Assembly pursuant to PD 86 and PD 210, Socorro was subsequently recognized barangays under PD 557 dated September 21, 1974.<br />Right after the creation of Barrio Socorro, then late Mayor Norberto S. Amoranto, City Chief Executive Officer appointed Architect Cesar Canchela to serve as Barrio Lieutenant and appointed 21 vice-lieutenants to assist him in managing the affairs of the barrio. Estimated population at that time was 6,500.<br />On record, the first duly elected Barangay Captain was Atty. Rogelio M. Quiambao, who was the instrumental in having the present site of the Barangay be declared as Imelda Mini-Park. By 1978, he relinquished the post when he ran and won for Assemblyman in the Interim BatasangPambansa.<br />Barangay Socorro is bounded by Aurora Blvd in the North; 15th Avenue in the East; Boni Serrano Road in the South; and EDSA in the WEST. It has an estimated population of 37,000 at present occupying an area of little less than 75 hectares. It is second to Barangay Old Balara in terms of voting populations in the entire 3rd District. Socorro is also best known for its famous landmark, the TWIN TOWERS, which are actually 2 concrete waters said to have been constructed during the years 1936-1938.<br />Barangay Socorro also considered as one of the biggest local government unit in terms of land area and population and is sometimes refered to as the richest barangay due to its income generated from IRA from the National Government, RPTS from the City Government, issuance of Community Tax Certificate or “cedula” for individuals.<br />The transfer of the ownership of the Barangay Compound is a priority concern of the leaders and the residents as well through the initiative of the City’s chief executive formerly Mayor Sonny “SB” Belmonte, Jr. One approach being considered to facilitate the said land ownership transfer is through a Presidential Proclamation, since purchase by account offsetting appears to gain no ground.<br />

Nawa’yangmgadatoskosapakikipanayam ay makatulong din saamingpunongbaranggayupangmaisakatuparanangkanilangmgadaratingnaproyektosaikauunladhindilamangngamingbaranggaykundipatinarinangmatgumpaynapakikiisangbawatmamamayansaaminglugar.<br />
