MAGNITUDE
• United Nations and World Health Organization claims that
15% of the population has a disability, proportionally India
should therefore have an approximately 200 million people
with disabilities. This would be eighth mostpopulated nation
in the world.
• According to Census 2011, In India out of the 1.21 billion
population, 26.8 million persons are disabled which is 2.21%of
the total population. To put this number in perspective, the
population of people with disabilities in India is greater than
the total population of three-fourths of the nations. Census
surveyed 7 major types of disabilities.
• The Department of Empowerment of Persons with Disabilities
in the Ministry of Social Justice & Empowerment facilitates
empowerment of the persons with disabilities, who as per
Census 2011 are 2.68 crore and are 2.21 percent of the total
population of the Country. These include persons with Visual,
Hearing, Speech & Locomotive disability, Mental Retardation,
Mental Illness, Multiple Disability and any other disabilities.

• DISHA - This is an early intervention and school readiness
scheme for children up to 10 years with the disabilities
covered under the National Trust Act.
• VIKAAS - A day care scheme for persons with autism,
cerebral palsy, mental retardation and mental disabilities,
above 10 years for enhancing interpersonal and vocational
skills.
• SAMARTH - A scheme to provide respite home for
orphans, families in crisis, Persons with disabilities (PwD)
from BPL, LIG families with at least one of the four
disabilities covered under the National Trust Act.
• GHARAUNDA- This scheme provides housing and care
services throughout the life of person with Autism,
Cerebral Palsy, Mental Retardation and Mental Disabilities.
• NIRMAYA - This Scheme is to provide affordable Health
Insurance to persons with Autism , Mental Retardation and
Mental Disabilities.

• SAHYOGI – A scheme to set up Caregiver Cells for training
and creating skilled workforce of caregivers to care for
Persons with Disabilities (PwD) and their families.
• GHYAN PRABHA - A scheme to encourage people with
Autism, Cerebral Palsy, Mental Retardation and Multiple
Disabilities for pursuing educational/ vocational courses.
• PERNA - A marketing scheme to create viable and wide
spread channels for sale of products and services produced
by persons with autism ,cerebral palsy ,mentalretardation
and multiple disabilities.
• GHARAUNDA- This scheme provides housing and care
services throughout the life of person with Autism,
Cerebral Palsy, Mental Retardation and Mental Disabilities.
• SAMBHAV- This is a scheme is to setup additional resource
centres in each city, to collate and collect the Aids,
software and other form of assistive devices

• Unique disability ID – This is being implemented with a view of creating a
NationalDatabaseand to issue a Unique DisabilityIdentity Card to each person

• Railwaytravel concession - Deaf persons are allowed50% concession in single
