1. Presently the core team member and Technical Advisor for the
South Asia Climate Proofing and Growth Development (CPGD) –
Climate Change Innovation Programme (CCIP) led by Oxford
Policy Management Limited (OPML) and supported by DFID.
Some of the ongoing assignments under this mandate are:
- Lead expert - Strengthening Institutional Coordination system
for climate change adaptation in Kerala which includes
structureand ToR for a climate change cell developing decision
support system, knowledge management strategy, capacity
development strategy, TNA, training modules and data

Solution Exchange
Solution Exchange is a group of Communities of Practice (CoP) by
the United Nations in India. As the moderator for Decentralization
Community (CoP), managed and moderated the internet based
discussions as well as supported a wide group of stakeholders of
local governance and rural development in India and outside by
sharing solutions and knowledge on decentralization, local
governance and rural development.
Organized action research, face to face events for policy advocacy
and dissemination and networks with stakeholders.
Additional charge of Maternal and Child Health Community (MCH
Community). Responsible for networking with government
officials, bilaterals and multilaterals, civil society organizations,
academicians and other stakeholders in the sectors.
Jan 2000 – Nov 08 Swiss Agency for Development and Cooperation (SDC), India, as
Chief Programme Coordinator (Programme Officer) from April 2003
and earlier as Project Executive Coordinator from January 2000 in
SDC-CapDecK Programme (Capacity Development for
Decentralization in Kerala) at Kerala, India
Head of the Programme to build capacities for strengthening local
governance in Kerala (a state/province in India) with the emphasis
on participatory development planning for social justice and local
economic development. This had state government, local
governments, training institutes, State Women’s Commission,
Poverty Eradication Mission, local government associations (LG),
NGOs and other civil society organizations as partners.
Designed and implemented ‘LG to LG Programme’ where the
experiences generated were shared with local governments of
other states in India through a year long programme.
Developed specific manuals and handbooks on ‘Local
governments and protection of the environment’, ‘Local
governments and disaster management’ etc.
Another notable achievement was the design and
institutionalisation of Jaagratha Samithies (Vigilance Councils for
preventing gender based violence), Women Status Studies, all
under the leadership of local governments.
Apart from developing strategy for capacity building and designing
training system and programmes, was responsible for reviewing
and evaluating the local government systems and suggesting
changes and developing grassroots level models for good
governance.
6. Also responsible for TNAs, developing modules, handbooks,
review and evaluation documents.
Special invitee to the Committee to review the local government
processes in Kerala.
Team memberfor the document on Fiscal Decentralization in Rural
India by The World Bank.
For SDC, conducted the feasibility study and later as part of a two-
member mission developed a programme for capacity building for
strengthening local governance in Sikkim.

Part of the People’s Plan Campaign cell, the Kerala experiment on
strengthening local governance through participatory planning by

materials on Health, Water and Sanitation
The planning process specifically dealt with areas like women
empowerment, natural resource management, agriculture, water
and sanitation, education, gender, local economic development
etc.

The first district in India to be declared totally literate. Coordinated
the activities of the Total Disease Prevention Campaign of the
district, as a follow- up to the Literacy Programme.
Included IEC for water and sanitation, immunisation and Oral
rehydration therapy.
Involved in the conceptualisation and design of the Health
component of the programme, design, implementation and
analysis of the preliminary survey, imparting training to local level
volunteers and functionaries, preparation of training materials and
modules and monitoring of the programme. This part of the
programme was sponsored by UNICEF.

Conditions: Recent Experiments in Kerala, India’ in association
with Montclair University, New Jersey, USA with the grant support
from MacArthur Foundation, USA

Was part of the team as the consultant to the study on 'Health and
development status of Kerala after a decade' (1997) conducted by
Integrated Rural Technology Centre (IRTC) of Kerala Sasthra
Sahithya Parishad (KSSP). This was a repeat of the 1987 survey
and the tasks were the same.
Consultant to the study on 'Health and Development in Rural
Kerala' conducted by Integrated Rural Technology Centre (IRTC)
of Kerala Sasthra Sahithya Parishad (KSSP 1987). Instrumental
in helping to design the survey, train data gatherers and analyse
the data later.
Former Vice President of the Kerala Sasthra Sahithya Parishad
(KSSP), a voluntary organization which focuses on governance
issues, environment, education, health and development and has
‘science for social development’ as the motto.
