What does this mean for the grant? <ul><li>The share of the grant can be determined by agreement between the partners subject to the following criteria: </li></ul><ul><li>The project must be business led i.e. the lead partner must be a business/industry partner. </li></ul><ul><ul><li>The project must be business driven i.e. the industry partners must together receive at least 20% of the grant. </li></ul></ul><ul><ul><li>Each industry partner must receive at least 10% grant against their eligible cost </li></ul></ul>

A note on Project Management <ul><li>It is up to the project to develop and implement a sound project management system. </li></ul><ul><li>Implications of project management </li></ul><ul><ul><li>Ensure that you have identified a suitably experienced individual to act as project manager </li></ul></ul><ul><ul><li>Ensure that you have provided them with sufficient time to carry out the role, for example: </li></ul></ul><ul><ul><ul><li>A typical 3 year £1m project with 5 partners will need an experienced project manager with 50% FTE available to run the project. ( ~350 days! ) </li></ul></ul></ul><ul><ul><li>Include this resource in the labour costs of the lead partner. </li></ul></ul>

Eligible as overhead <ul><li>Additional Costs incurred when you employ someone. </li></ul><ul><li>Board & senior management – where they are not productive / fee earning and are not included as individuals in the direct Labour costs </li></ul><ul><li>Admin and support staff – where not included in direct labour costs </li></ul><ul><li>Recruitment costs </li></ul><ul><li>General supplies and IT – not linked to production or service delivery </li></ul><ul><li>Corporate fees and expenses – auditing, IPR maintenance, insurance, photocopying </li></ul><ul><li>Site expenses – building rental, taxes, security and cleaning </li></ul><ul><li>Utilities – careful not to include production equipment energy or supply costs </li></ul>Ineligible as overhead Costs involved in satisfying customers and those that are being claimed as a direct cost to the project. Production or service delivery costs – any costs associated with the way in which the company makes it’s money. This would include all items used to calculate gross margin and cost of sale. Marketing and Sales Costs – these again count in the cost of sales Non-bookable R&D time – non productive time or non-chargeable time of technical or support personnel Entertainment and Hospitality New IP protection costs Any headings that are being charged for directly within the project – such as training, T&S

Grant Claims & Payments <ul><li>All grants are claimable quarterly in arrears </li></ul><ul><li>Claims can only be made for costs incurred and defrayed between the project start and end dates </li></ul><ul><li>All claims will eventually be subject to an independent audit (including all academic partners) </li></ul><ul><li>In most cases audits are required with the first and last claim </li></ul><ul><li>Claims are only paid once quarterly reporting and necessary audits are complete. </li></ul><ul><li>All projects are monitored on a quarterly basis including a visit from the appointed Monitoring Officer </li></ul><ul><li>The monitoring will be carried out against a detailed project plan </li></ul>

Finance review <ul><li>Single stage projects - applicants can submit finance summary to the Technology Strategy Board for review up to noon . </li></ul><ul><li>We cannot review value for money as that is down to the assessors. </li></ul><ul><li>Mainstream collaborative R&D applicants will have this opportunity at the full stage only </li></ul>

Eligible Costs (Academic Partners) <ul><li>Eligible costs are based on FEC calculation </li></ul><ul><li>RC Contribution is the total eligible cost of academic partners. </li></ul><ul><li>The 20% difference between this and the FEC total DOES NOT represent a contribution to the project and should not be included anywhere within the application. </li></ul>
  62. 62. <ul><li>The Research Councils Joint Electronic Submission System is being used to collect ALL academic finance forms, also to collect project finance details from non-HEIs (e.g. RTOs) that are claiming they are carrying out academic quality work and want to be funded on an FEC basis. </li></ul><ul><li>The Je-S system automates the collection of Full Economic Costs (FEC) based costs from academic partners and tells them exactly what numbers should be used in the application form for their costs. </li></ul><ul><li>Using Je-S enables Research Councils to consider co-funding of Technology Programme projects </li></ul>Why Je-S?

Using the RCs Joint Electronic Submissions System (Je-S) <ul><li>Each Academic Partner must complete a separate Grant Proposal form via the Je-S system. </li></ul><ul><li>Notify your research office early to avoid delays. </li></ul><ul><li>Ensure it is submitted by deadlines stipulated – noting they are earlier than the Technology Strategy Board main competition deadline. </li></ul>
  64. 66. The lead partner is provided with this number when the Technology Strategy Board application form is obtained. The HEI will be required to input this number onto the online Je-S proposal form in the Project Details section currently under Your Reference
