Libraries and Librarians
• Library is a place in which literary, musical,
artistic, or reference materials (such as books,
manuscripts, recordings, or films) are kept for
use but not for sale (Merriam-Webster
dictionary)
• Simplistically, librarians are professionals who
manage libraries
Librarian: Historical perspectives
• The Sumerians’ effect: first to train “keepers of
the Tablets”
• King Ashurbanipal of Assyria and the Library in
his palace.
• The Great Library of Alexandria and its
librarians: Demetrius, Zenodotus,
Eratosthenes, Apollonius, Aristophanes,
Aristarchus, and Callimachus
King Ashurbanipal
Change: the only permanent thing
• Social and technological factors drive continual
library evolution and the duties of a librarian
• From Tablets to Papyrus to books to e-resources
to materials-more-than-book
• From Pinakes to OPAC
• From books only to materials-more-than-book
• From the Great Library of Alexandria to the Great
Library of Congress, librarians and libraries are
continually evolving
Libraries and librarians
• According to Persson “Most libraries find
themselves in a state of motion transporting
them from the traditional to the modern”
Traditional vs Modern Library
Traditional Modern
Collection of books Provision and maintenance of information in
many formats
Physically situated Has both online and physical residence
Static and waits for patronage Reaches out to its customer base
Cataloguing at high level but with limited
access points
One of detail enough with many access
points
Uses the Catalogue box OPAC
Manual practice Automated
Limited physical reference services Extended references services usually virtual

So what must we do?
Don Barlow

A public library is an organization
established, supported and funded
by the community which provides
access to knowledge through a
range of resources, facilities and
services that are used by all
categories of people across the
social strata (Gill, 2001; Iwhiwhu&
Okorodudu, 2012).
“Public libraries have a long history
of functioning as community
centers or public spaces for
reading, study and holding formal
and informal public meetings”
(Public Library, 2017). Although,
public libraries primarily provide
the public with access to books
and periodicals there should be
new services to attract more users
(Busayo, 2003; Ikenwe&
Adegbilero-Iwari, 2014).
Many African, especially, Nigerian
public libraries are performing
poorly in most aspects due to
appalling state of resources
(Emojoroh, 2005) and static
services.
Objective
This poster aims to suggest
modern library services to turn
public libraries to community hubs
thus affording personal and
communal development
Public Libraries Then
To primarily provide the public with
access to books and periodicals.
Strategy Framework
Public Library as Community Hub: Modern Library Services
to Catalyse Personal and Community Development

May, 2017, Yaoundé, Cameroon.

and User Satisfaction of Public Library Services in

Survey. International Journal of Library
Science, 3(1), 1-6.
3. …
Public Libraries Now
Modern public library has in many
ways changed. For instance,
Sacramento Public Library has
started loaning “materials more than
book” such as sewing machine
(Garrison, 2015).
Also, “Coding Clubs in Libraries”
initiated by the Society of Chief
Librarians in the UK recorded 330%
increase from March 2016 (SCL,
November 2016).
And in the US as at 2012, 91% of
libraries offer free wireless Internet
to their patrons; and 90% offer
formal or informal technology
training (Hoffman, Bertot& Davis,
2012).
Proposed Strategy
New strategy need be employed as
proposed. See Strategy
Framework
Conclusion
The strategy framework opinionated
by this poster is worth considering
so as to help African public libraries
play their roles in African
development.

  • 48. www.postersession.com A public library is an organization established, supported and funded by the community which provides access to knowledge through a range of resources, facilities and services that are used by all categories of people across the social strata (Gill, 2001; Iwhiwhu& Okorodudu, 2012). “Public libraries have a long history of functioning as community centers or public spaces for reading, study and holding formal and informal public meetings” (Public Library, 2017). Although, public libraries primarily provide the public with access to books and periodicals there should be new services to attract more users (Busayo, 2003; Ikenwe& Adegbilero-Iwari, 2014). Many African, especially, Nigerian public libraries are performing poorly in most aspects due to appalling state of resources (Emojoroh, 2005) and static services. Objective This poster aims to suggest modern library services to turn public libraries to community hubs thus affording personal and communal development Public Libraries Then To primarily provide the public with access to books and periodicals. Strategy Framework Public Library as Community Hub: Modern Library Services to Catalyse Personal and Community Development Idowu Adegbilero-Iwari Elizade University, Ilara-Mokin, Ondo State, Nigeria Accepted for Presentation at the 2nd AfLIA Conference& 4th African Library Summit, to hold 14th -20th May, 2017, Yaoundé, Cameroon. Utilization and User Satisfaction of Public Library Services in South-West, Nigeria in the 21 st Century: A Survey. International Journal of Library Science, 3(1), 1-6. 3. … Public Libraries Now Modern public library has in many ways changed. For instance, Sacramento Public Library has started loaning “materials more than book” such as sewing machine (Garrison, 2015). Also, “Coding Clubs in Libraries” initiated by the Society of Chief Librarians in the UK recorded 330% increase from March 2016 (SCL, November 2016). And in the US as at 2012, 91% of libraries offer free wireless Internet to their patrons; and 90% offer formal or informal technology training (Hoffman, Bertot& Davis, 2012). Proposed Strategy New strategy need be employed as proposed. See Strategy Framework Conclusion The strategy framework opinionated by this poster is worth considering so as to help African public libraries play their roles in African development.
