  8. 8. Pilot area: Boundary definitions Delimitation criteria: ¿What limit should be used? 1. Municipality limit. 2. Indigenous people reserves (Resguardos) limits. Total area: 7,608,757 ha Forest area (2010): 5,201,388 ha
  9. 9. . Subnational approach: Boundary definitions Pros and Cons assessment of existing subnational boundaries Evaluation criteria: number, aggregation potential, governance, deforestation dynamics representativeness, perverse incentives from carbon benefits, etc.
  10. 10. • CAR are legally constituted and part of the national government (respond to the Ministry of Environment). • CAR limits mostly respond to environmental/ecosystem patterns. • Manageable number after CAR’s aggregation (33 to 9) using subnational Climate Change Nodes. • Diminished risk of perverse incentives derived from carbon benefits. • Nested approach: Reference levels will be established for each one of the subnational areas and will eventually integrate to a national reference level. Priority to Amazon region. Subnational approach: Boundary definitions
  11. 11. Pilot area: Articulation with local REDD+ initiatives and national monitoring systems Articulation criteria: ¿How to articulate with local and national levels? 1. National Monitoring System (≈MRV) interoperability (feedback between levels) 2. Joint work with REDD+ initiatives (Methods, data) and regionalized modeling approach (grandparenting issues).

Next steps • Defining other Reference Levels specific feedbacks with MRV and local REDD+ Initiatives. • Pilot results by July of 2013. • Solve specific technical issues regarding modeling (including leakage) and validation processes. • Methodological approach and REL for the Amazonian subnational area by January of 2014. Order of other areas to be defined by feasibility study. • Replicability assessment for the proposed methodological approach. • Improve national technical capabilities in Reference Levels construction and updating. • Obtain additional funding for the REL of the rest of the subnational areas.
