Scaling better, together

  1. Scaling better, together Iddo Dror Program Leader Impact at Scale ILRI Scaling Workshop Virtual workshop, 21 May 2020 Better lives through livestock
  2. 2 Workshop Objectives • Presentation of the ILRI scaling framework; opportunity to get feedback and provide clarifications. • Update on scaling activities since our Sept 2019 workshop. • Discuss ‘next steps’ and alignment with broader ILRI processes
  3. 3 • Short (2-hour) virtual workshop – conducted ‘live’, recorded for those who cannot attend live. • Short presentation and Q&A • In small groups: Discuss ‘what next’ – ideas on alignment, further assessments of ILRI innovations, scaling work beyond assessments. Workshop Process
  4. 4 Reminder – Sept workshop • Presentations from scaling experts and tool authors, as well as an overview of the proposed ILRI framework. https://www.ilri.org/news/scaling-better-and-faster-towards-new-framework-international-livestock-research •highlight the importance of planning for impact early in the project development process •better understand the concept of scaling and recent thinking on scaling, and •provide ideas of how researchers can incorporate scaling elements into their proposals and projects.
  5. 5 ILRI’s Scaling Framework • Published March 2020 • Summarizes the proposed approach, plus summaries and analysis of 9 scaling tools / approaches https://cgspace.cgiar.org/handle/10568/107911
  6. 6 Reminder – Guiding Principles • Flexibility: A ‘mix and match’ approach using a combination of tools you saw yesterday & today (and others can be used alternatively depending on project/donor preferences) • Use of scaling coordinators and scaling champions to support the process • Agile approach, adapt and iterate quickly. • It takes a village… scaling is a team effort. Close collaboration between project teams across ILRI and the I@S team, and of course with partners.

  8. 8 Tools – Scaling Scan Developed by CIMMYT and the PPP Lab • Used for initial scaling review through a 1-2 days workshop • Identify bottlenecks for scaling and find openings to tackle these bottlenecks at the early stage of the project Step 1 – Constructing the Scaling Ambition Step 2 – Checking the Scaling Ingredients Step 3 – Identify key strength and challenges for the proposed scaling strategy Technology / Practice Business Cases Finance Collaboration Leadership and Management Awareness and Demand Value Chain Knowledge and Skills Evidence and Learning Public Sector Governance
  9. 9 Tools – ASAT Agricultural Scaling Assessment Tools (ASAT) • Developed for USAID’s Bureau of Food Security by Management Systems International • Step 1 - Agricultural Scaling Decision Tree o Help select the appropriate scaling pathway based on the sectoral capacity and willingness (public, private, PPP) for identified tasks • Step 2 - Agricultural Scalability Assessment Matrix o Conduct based on the selected scaling pathway o Provides quantitative scores (1, 2, 3) with detailed standards for each of the 37 criteria and un-weighted totals for the 6 sections
  10. 10 Tools – Scaling Readiness Developed by WUR and IITA as an integral part of CGIAR RTB-CRP • A comprehensive evaluation for innovations from identify scope, scaling plan, to further implementation and MEL • Scientific and detailed methods to identify and overcome bottlenecks for the scaling of innovations, based on a NASA framework. • Breaks down innovations packages to see the Innovation Readiness and Innovation Use for each component • Apply the data-based approach and minimize/eliminate self- reporting bias • Can be used to track a portfolio of projects, in addition to individual projects. Characterize Profile stakeholders, inter<----->, innovations and scaling contest STEP 1 Diagnose Assess the Scaling Readiness of the innovation in its scaling contest STEP 2 Strategize Identify activities and partnership to overcome bottlenecks for scaling as part of the scaling strategy STEP 3 Navigate Monitor, evaluate and learn (MEL) about scaling strategy implementation STEP 5 Agree Validate the feasibility and acceptability of the Scaling Strategy STEP 4 IMPACT AT SCALE Fit-for-Purpose Decide whether Scaling Readiness is fit-for-purpose STEP 0 0.0 0.5 1.0 1.5 2.0 2.5 3.0 3.5 4.0 4.5 5.0 5.5 6.0 6.5 7.0 7.5 8.0 8.5 9.0 9.5 5.5 2.5 1.5 0.0 2.0 0.5 3.5 3.0 1.0 4.0 4.5 5.0 6.0 6.5 8.0 7.0 7.5 8.5 9.0 Credit schemes for purchasing resistant varieties Sensitization of cassava farmers Contact farming with cassava processor Demonstration plots with local varieties and resistant varieties Resistant Varieties Collective communication Functional government seed system By-laws and policies Innovation platform INNOVATIONREADINESS LOWMEDIUMHIGH INNOVATION USE LOW MEDIUM HIGH
  11. 11 Why focus on scaling assessments? Key benefits ● Introduce key scaling concepts and tools to key team members & partners – embed a scaling mindset earlier in R4D cycle. ● A facilitated, evidence- based process with pre- vetted tools/approaches. Define realistic scaling ambitions and identify challenges and opportunities. Project level: ● Aggerate across the ILRI portfolio in a way not currently possible. ● Monitor trends over time, better insights and reporting functionality. Portfolio level: ● Support the investment case by identifying and convincingly identifying critical areas that can unlock current challenges to delivery at scale. Resource mobilization
  12. 12 What has taken place since our last workshop? ● Scaling scan workshops held in Uganda (Livestock CRP) Nov 2019 & Feb 2020 ● Scaling Scan / ASAT workshop help in Tanzania (Livestock CRP) Feb 2020 ● Retreat with Scaling Readiness authors to align and adapt SR to ILRI process, and plan Uganda pilot. (March 2020 & ongoing) ● Scaling framework published ● Further thinking/discussions about positioning scaling activities in the Livestock to 2025 portfolio, ILRI organizational transformation
  13. 13 Planned activities for the rest of this year Create an online/ virtual version of the introductory scaling workshop Continue the rollout of ‘first wave’ pilots (Looking to do another 2-3 light assessments and 1-2 ‘deep-dives’ in 2020) *more on this in the breakout groupwork today. A roadmap for scaling assessments across the ILRI portfolio* How best to integrate with into our upcoming portfolio? Where to focus efforts beyond assessments? *more on this in the breakout groupwork today.
