New developments: Capacity development
options for the Livestock and Fish program

Recap of some CapDev work done so far:
• “Sense making”, and helping VC colleagues better
understand CapDev.
• Incorporating CapDev into the VC-SIPs. 5 VCs currently
make deliberate investments in CapDev.
• Focused on methodologies and tools (not there yet but
progressing –e.g. gender-capacity, generic-capacity
assessment).
SomeChallenges:
• Need to do a better job in describing the appropriate role for
CapDev
• struggle to find the right balance between managing CapDev
in a broader sense and/or have a more ‘hands-on’ approach
in executing in the value chains.
• ‘Boots on ground’ capacity in the VCs
Alignment with broader CGIAR capacity
development work / plans
• Capacity Development affirmed as a priority cross-
cutting area in the SRF
• A new Capacity Development IDO (and several sub-
IDOs)
• Capacity Development Framework – with nine core
CapDev elements
• Guidance for 2nd round of CRPs – specific section on
CapDev with a 10% investment of total CRP budget
CRP L&F will probably need to make some
adjustments to align and get ready for what is coming.
Questions for going forward and preparing an
‘options paper’ for CapDev in CRP L&F:
• What have been constraints / struggles from the perspective
of different L&F stakeholders?
• How do we shape and sharpen our approach based on past
experience and in anticipation of trends?
• What have we learned at the cross-cutting level (e.g.
approaches, strategies that support the VC coordinators etc.)
and in the VC level (consideration for piloting and
implementation of CapDev work)?
• How do we evaluate the CapDev Assessment Methodologies
developed so far?
• In an environment of resource constraints, what approaches
seem to offer best ‘ROI’ for capacity development
investments?
