Background
 The overall objective of the project was to address the
quality and safety of milk marketed by informal
traders in Morogoro and Tanga and improve
communication among dairy stakeholders,
 To transform informal milk traders to formal
businesses through training and certification approach
and
 Improve communication among dairy stakeholders
through Dairy Development Forum

Training using BDS
 Approach
to facilitate training to dairy stakeholders through
market development approach where by the selected
BDS providers that are already in business were
oriented through an induction course to carry out
training on commercial basis where by dairy
stakeholders who wish to attend training have to pay
fees.
 The programme through a competitive approach
selected fifteen (15) BDS providers who attended a
induction course and intended to carried training of
stakeholders in Morogoro and Tanga
 This induction was guided by the Training of Trainers
Module developed by ASARECA/PAAP and comprised
of Lecture, group session and plenary discussion. In
addition the induction also included the practical
session which oriented the participants on the milk
platform tests.
Strengthening Regulation
 TDB in collaborated with LGA put in place dairy
inspection system to regulate hygienic milk handling
and trading.
 Dairy inspectors were appointed by the minister
 TDB facilitated the training of twelve (14) dairy
inspectors in the project area ( Mvomero, Kilosa,
Lushoto and Handeni)
 Training of Milk traders
 Three training took place : 2 in Dakawa & 1 in
Kilosa
69 Milk traders were trained
Mode of payment The mode of payment was 70%
check off system… paid by the milk collection
owner
Communication among dairy stakeholders

In the first DDF meeting the dairy stakeholder identified
key these systemic bottlenecks:
i. Filling gaps in dairy technology and agribusiness skills
ii. Strategies for expanding the national dairy herd
iii. Business solutions for year round availability of quality
feeds

Six Task forces formed to advance their agenda on genetics
1.Heifer/bull/semen production
2.AI field delivery
3.Recording registration system
4. Farmer organizations
5. Dairy Genetics Policy/ régulations

quality feeds

10th Nation Dairy Development Conference
The NDDC Conducted in Musoma during the Milk
Week on 30th May, 2014

What could be improved
Situation
 Training of milk traders didn’t went smoothly as BDS
providers are not aggressive to recruit the milk traders and
on the other hand Inspectors are not functioning effective to
reinforce the dairy industry act compliance as to articulate
demand to training.
 Double standard training conducted in the project. Most of
the training cost are covered except the training of milk
traders
 the training has slow take off which has been contributed
partly to unaffordable fees and also due inadequate
sensitisation of stakeholders on the importance of training
to improve profit in their dairy businesses.

 To conduct promotional activities on training and
certification scheme and to sensitise dairy
stakeholders on its importance of training in
improving quality and safety of milk
 The project to develop a promotion and
communication strategy for promoting the milk
quality assurance scheme. The strategy to embrace
design of branding materials, and organise quality
award schemes.
Contn. What to be improved
 To device the cost sharing modalities to enable the
stakeholders to meet the training cost and to enhance
massive training of dairy stakeholders in the project
areas,
 Promote consumption of quality and safe milk
 to collaborate with PMO RALG and LGA institutions
in the implementation of the scheme
 To promote regulatory and quality assurance guidelines and
integrate training and certification into them
 To establish milk traders inventory in the project areas
and BDS to make use of it during recruitment
Contn. What to be improved
 The current project to facilitate formation of dairy
stakeholder’s associations, DMH and SACCOS. Project
will devise actions necessary to support formation of
new associations and strengthening of the existing
ones.

In addition the induction also included the practical session which oriented the participants on the milk platform tests.

Strengthening Regulation  TDB in collaborated with LGA put in place dairy inspection system to regulate hygienic milk handling and trading.  Dairy inspectors were appointed by the minister  TDB facilitated the training of twelve (14) dairy inspectors in the project area ( Mvomero, Kilosa, Lushoto and Handeni)

What could be improved Situation  Training of milk traders didn’t went smoothly as BDS providers are not aggressive to recruit the milk traders and on the other hand Inspectors are not functioning effective to reinforce the dairy industry act compliance as to articulate demand to training.  Double standard training conducted in the project. Most of the training cost are covered except the training of milk traders  the training has slow take off which has been contributed partly to unaffordable fees and also due inadequate sensitisation of stakeholders on the importance of training to improve profit in their dairy businesses.

What to be improved  What to be done  To conduct promotional activities on training and certification scheme and to sensitise dairy stakeholders on its importance of training in improving quality and safety of milk  The project to develop a promotion and communication strategy for promoting the milk quality assurance scheme. The strategy to embrace design of branding materials, and organise quality award schemes.
