GALVmed and gender: Challenges and lessons learned

  1. GALVmed and Gender: Challenges & lessons learned Dr. Lois Muraguri FAO Gender & Livestock Training Workshop Addis Ababa, 22-25 November 2011
  2. Outline • GALVmed briefly • Why gender? • Initial steps and growing pains... • Modest achievements • Developing a strategy – Where gender features in organisational structure – Where gender fits in GALVmed’s present & future – reality and aspirations – Important thematic areas for GALVmed • Challenges and lessons learned 2
  3. GALVmed - Global Alliance for Livestock Veterinary Medicines • An Animal Health Product Development & Access Partnership organisation • A not-for-profit Public-Private Partnership – registered charity • Sponsored by BMGF, DFID and EC. • Pro-poor focus: working with key partners to make a sustainable difference in access to animal health products for poor livestock keepers “Protecting Livestock Saving Human Life”
  4. For many, livestock is a necessity not a choice
  5. VISION: “Protecting Livestock, Saving Human Life” MISSION: In partnership, GALVmed promotes the identification, development and delivery of accessible and affordable animal health products for the world’s poorest livestock keepers, thus contributing to poverty reduction. • HQ Edinburgh U.K • Africa Office (Botswana) + South Asia Office (India) • Structure/Departments – R&D, P&EA, Finance, HR, Admin • Board, SC, Advisory committees – ESAC, GAAC, SARAC
  6. GALVmed’s unique approach OPERATIONS GLOBAL ACCESS P&EA Discovery Commer- Sustained Development Registration Production Research cialisation delivery R&D Market Development Lack of policies Inappropriate Lack of Lack of Unclear and varied No support for to support extension supporting supporting regulatory encouraging private sector systems policies to policies for requirements commercial stimulate investment in interest involvement Counterfeit research development e.g. Lack of QA/QC products AMCs, APGs Lack of support No support for Multiple regulatory for AMCs, APGs, credit guarantees, etc Lack of patent Lack of patent authorities etc protection protection Our role is to identify challenges and provide facilitation and leadership in creating partnerships to address barriers relating to availability and accessibility of pro poor animal health products 6
  7. Gender in organisational structure OPERATIONS GENDER GLOBAL ACCESS P&EA Discovery Commer- Sustained Development Registration Production Research cialisation delivery R&D Market Development • Monitoring & focal point sits in P&EA dept but understood to be cross cutting • Acknowledgement that gender can no longer be an incidental by – product of a more generic disease based approach 7
  8. GALVmed’s unique approach • Works across whole livestock value chain • Seeking partnerships in each area • Sustainability through support of business/commercial model • our niche is in partnership creation through out value chain to mitigate risks, ensure buy in and sustainability • Capacity building • Taking leadership from developing countries • Understanding what livestock farmers need • Getting critical livestock vaccines/medications and diagnostics into the hands of farmers - delivery Available, Accessible, Affordable, Adoptable 8
  9. GALVmed is completing Animal Health Industry Governments the picture..... Pro Poor GALVmed Solutions Impact Research Institutions Poor Farmers through sustainable Animal Health Universities Donors Identified Potential Need Solutions CatalystFacilitator Innovation
  10. Why gender? • Women already supply majority of labour and expertise on small holder farms; 66% of world’s 600m poor livestock keepers are rural women • Women provide half of world’s food, earn only one tenth of world’s income, own less than one hundredth of world’s property (ILRI, 2008) • Any intervention directed at poverty reduction must take gender seriously – at all levels • On business side - gender equality is smart economics • Gender is an essential component in effectively and sustainably improving livelihoods 10
  11. Growing pains • Grand plans for gender in first grant – didn’t come to fruition • No streamlined or strategic steps at the beginning • Slow start in integrating gender conceptually with SEI & M&E • Commissioning support – small pool of experts with integrated approach • Balancing pragmatism and the ideal • Challenges in convening and adopting multi stakeholder approaches 11
  12. Modest achievements • Commissioned two gender reports – Africa and South Asia • Begun collecting gender related data in our baseline surveys – work in progress and steep learning curve • Consultative workshop with ultimate aim of assembling ‘ingredients’ that will help GALVmed develop gender strategy & implementation plan 12
  13. Challenges and lessons so far • Gender targeting doesn’t happen automatically – deliberate actions needed • There’s a lot of info on gender but particularly crucial is the ‘how to’ and the ‘will’ to implement gender strategies at all levels – Board, Directors’ Group, all staff + partners • Balance between what we can learn from others and what is applicable/feasible – fit for purpose • Important: listen to others, honest self reflection and willingness to learn and implement 13
  14. Challenges and lessons so far • Data collection – very very steep learning curve – Livelihoods approach is more meaningful – Understanding intrahousehold dynamics is important – Gender sensitisation, training and analysis to ensure same understanding – Participatory approaches can yield useful outcomes • Integrating gender into ongoing activities • Partner selection using gender criterion – balance & trade offs • practical & efficient steps to mainstreaming gender • But these challenges are also opportunities... 14
  15. Gender in GALVmed’s Business Plan • BP covers 2011 – 2017 • Reflects lessons from Phase 1 & sets objectives and broad intentions for Phase 2 • Although there’s a specific section on gender, references are made through out document – Species: Poultry platform, Small ruminant platform – ‘Last mile’ distribution models – Market Development – Voice & policy – M&E – Fundraising 15
  16. Gender in GALVmed’s Business Plan • Analysis of BP would (perhaps) reveal: – Commitment to working on gender • blind aware responsive – Conceptualisation (and some practice) of gender integration and mainstreaming • Mention of gender under various Major Activities • Budgetary project design • No intention of creating gender unit – Women not just seen as end beneficiaries but potential participants at various parts of the value chain – Indications of gender attention at R&D/technical side – target product profile – Perhaps at odds? • Aspirational and ambitious vs GALVmed’s pragmatic approach 16
  17. Gender in GALVmed’s present & future • Important themes for GALVmed which conceptualisation and formulation of gender strategies and implementation activities must bear in mind (& vice versa): – Business development, market development & commercialisation – Data, data, data (and more data!) – M&E – Capacity building – Partnerships • How do we practically integrate gender in GALVmed’s key themes? • How do we mainstream gender internally & in our activities with others? 17
