  4. Livestock CRP CNA – introduction and purpose The capacity needs assessment (CNA) looked at the gap between where capacities stand and where they need to be to scale. The CNA looked at capacities across the CRP as a whole and within the 5 flagships - Animal genetics, Animal Health, environment, feeds and forages, and Livelihoods and Agri-food Systems. Assessments were conducted in 5 Livestock CRP countries: Ethiopia, Nicaragua, Tanzania, Tunisia, and Uganda. 1. Livestock CRP CNA – introduction and purpose

Methods and process Methodology and tools: Developed and tested methodology and data collection tools (framework, FGD & KII instruments) with Africa RISING in Mali, & Ethiopia Process: ILRI CapDev team conducted country assessments in Uganda, Ethiopia & Tanzania. Data collection done by CIAT in Nicaragua and ICARDA in Tunisia. Methodology

Key Findings • Limited policy awareness and participation by partners. • Poor policy coordination and implementation (dissemination, enforcement, regulation) • Need for better application of training methodology and learning principles. • Limited capacity for process-oriented learning and knowledge capturing • Limited access to relevant knowledge by partners and government especially at the lower levels. The capacity needs assessment (CNA) looked at the gap between where capacities stand and where they need to be to scale competencies at the organizational, community and system level to deliver expected outputs and achieve outcomes and contribute towards broader development goals. In this case ‘capacity’ is defined as the capabilities (knowledge, skills, experience, values, motivations, organizational processes, and linkages) that determine how well relevant stakeholders utilize resources, opportunities, and relationships. The CNA looked at CapDev across the CRP as a whole, W1/2 as well as W3/bilateral. As a selection criteria we looked at proposals of at least 300k from W3/Bilateral in 2017 within the 5 flagships - Animal genetics, Animal Health, environment, feeds and forages, and Livelihoods and Agri-food Systems. 1/5 and a tenth
