Programme de recherche du CGIAR sur les animaux d’élevage et les poissons : Présentation générale

  1. 1. Programme de recherche du CGIAR sur les animaux d’élevage et les poissons : Présentation générale Tom Randolph Burkina Faso Small Ruminants Value Chain Strategy and Implementation Planning Workshop, Ouagadougou, Burkina Faso, 14-15 July 2014
  2. 2. Le défi • Est-ce que la recherche pourra accélérer le développement de l’élevage et la pisciculture au bénéfice des pauvres ? • Les résultats jusqu’à là? – Sous-investissement systématique – Modèle approprié de recherche-pour-le- développement
  3. 3. Les résultats 0.06 0.08 0.03 0.17 0.06 0.11 0.04 0.2 Viande (kg output/kg biomass/an) 1980 2005 411 1021 517 4226 397 1380 904 6350lait (kg/vache/an) 1980 2005
  4. 4. Consumers Solutions developed for isolated issues in specific settings, but ignoring other constraints in the value chain that discourage uptake Consumers ...in Country A Consumers Consumers ...in Country D ...in Country C ...in Country B Pourquoi? Bien ciblé mais en isolation ?
  6. 6. Notre logique Systèmes à petite échelle pourront ‘grandir’ et assurer l’accès aux pauvres •Improve supply response through Intensification & professionalization •Win-Win! Increase access to animal-source food + smooth transition for inclusive rural economic growth Sécurité alimentaire et nutritionelle •Access to an appropriately diverse diet Rôle strategique de la nourriture de provenance animale •Nutrient-dense •Improves availability of nutrients from plant-based foods Populations pauvres dépendent de la production locale •Smallholder farms + informal marketing systems, especially in rural areas •Often competitive vis-à-vis larger-scale, industrial, formal systems
  7. 7. Est-ce que nous pouvons être plus malin? Drawing from recent experiences, can we accelerate research to impact?
  8. 8. Recherche de base • Technology Generation • Market Innovation • Targeting & Impact Inputs & Services Production Processing Marketing ConsumersR4D integrated to transform selected value chains In targeted commodities and countries.

  14. 14. CGIAR is a global partnership that unites organizations engaged in research for a food secure future. The CGIAR Research Program on Livestock and Fish aims to increase the productivity of small-scale livestock and fish systems in sustainable ways, making meat, milk and fish more available and affordable across the developing world. 20. 20. Page 20 of 19 SYSTEMS ANALYSIS VALUE CHAIN TRANSFORMATION TECHNOLOGY FLAGSHIPS  ANIMAL HEALTH  GENETICS  FEED & FORAGES © Copyright Showeet.com DISCOVERY INTEGRATED TO DELIVERY DISCOVERY INFORMING DELIVERY Value chain transformation & scaling Flagship
  21. 21. Value chain transformation & scaling Flagship • Improve integrative nature and impact focus • Give more attention to: – Multidisciplinary dynamic – Ability to leverage involvement of Discovery Flagships • More rigour in designing integrated interventions, evaluating and documenting evidence – Reviews, best bet protocol – Partner landscaping
  22. 22. Supplemental funding calls • Gender mainstreaming (KIT) • Value chain-commissioned work by Technology Themes • Cross-CRP linkages – Alignment with priorities of the CRPs
  23. 23. Gender mainstreaming • Purpose: encourage more systematic integration of gender into research planning, design and implementation across the CRP. The intention is to stimulate non-gender researchers and research managers to take the lead in reviewing their research agenda, identifying entry points for more careful and consistent consideration of gender, and initiating activities that begin to exploit those entry points. • Who is eligible?: ILRI researchers other than members of the gender group, currently leading activities under the L&F CRP. We encourage them to include members of the gender group to be part of the research team.
  24. 24. Gender mainstreaming • Types of activities : – Assessments of opportunities for better integrating gender considerations into technology development research – Identification or adaptation of methodologies to improve gender sensitivity of research approaches and activities – Case studies demonstrating the application of methodologies to improve gender sensitivity in ongoing research activities – Activities that focus on capacity building among partners may not be funded since the focus of this call is on strengthening our internal capacity. • Sourcing gender expertise: Proposals are expected to be developed in consultation with ILRI’s gender team • Funding: • Proposal up to $60,000. We expect to fund up to 8 proposals.
  25. 25. Strengthening links between discovery and delivery Flagship Projects • Purpose: ‘empower’ the value chain teams to express demand for how they would like to shape the involvement of the discovery platforms to best support the value chain agenda • Who is eligible?: Value chain coordinators, on behalf of teams • Types of activities: for example: – CRP staff from the discovery platforms design and support technical studies that form part of the ongoing value chain assessments – Scoping studies to develop strategies and proposals for developing technologies – Proposal development with local partners for field studies or technology development related to priority constraints and best bets • Funding: Each value chain has an allocation of $38,000 in 2014 that can be dedicated to one or more proposals. Funding is contingent on PPMC approval of the proposal. Funding can support time of CRP staff from the discovery platforms, but not for value chain staff.
  26. 26. Cross-CRP linkages • Purpose: promote cross-CRP collaboration through initiatives that clearly contribute to priorities of the L&F CRP and the collaborating CRP • Fund: Total $343,000, individual proposals up to $100,000 • Who is eligible?: Researchers from the L&F CRP or the CRP targeted for collaboration • Types of activities : for example: – Scoping studies, reviews or writeshops for joint proposal development – Joint activities that allow a research product from one CRP to be trialed in or taken up by the other CRP – Joint activities that draw on expertise from both CRPs to generate a joint product
  27. 27. Application • Title of proposed activity: • Submitted by: (Name, home centre and CRP of lead researcher from each CRP) • Contributes to L&F CRP Theme/Activity: • Contributes to collaborating CRP Flagship/Cluster of Activities/Output: • Description of activity: (1 page) • What is the role of each CRP: • Implementation schedule: • Deliverables: • How will deliverables be reported: • Budget (detailed by natural classification and by centre/CRP: personnel, consultants, supplies and services, travel, overhead)
  28. 28. CGIAR is a global partnership that unites organizations engaged in research for a food secure future.
