The FoodSENSE Framework – What is it?
Purpose: A decision support tool to identify Food and Nutrition Challenges and
then Identify Appropriate Solutions
Concepts: Food Security, Environments, and Nutrition: a Structured Evidence
Framework
Methods:
• Household surveys, anthropometrics, community focus groups, and key informant
interviews;
• Structured reporting templates to diagnose issues
• Stakeholder evaluation to build dialogue and identify solutions

Diagnosis Reports
A template exists for each diagnosis report.
Collected data is used to complete the templates.

Shortlisting Interventions and Inequity Assessment
Based on the traffic light tables, barriers to
food and nutrition security are identified. An
excel tool links these to the long-list of
interventions, producing a shortlist of
interventions matched to the barriers.
The difference in nutrition outcomes and barriers
are compared between individuals, households, and
communities. The degree of inequity at each level
is assessed, and particularly vulnerable groups
identified.

Stakeholder Meeting #2
• Based on the traffic light tables and the long
list of interventions, key blockages and options
to solve (interventions) will be identified.
These can be debated and adapted to local
context.
• The nutrition outcomes and “blockages” are also
analysed from a multi-level and equity
perspective, identifying specific demographic
groups who may need targeted support measures.
These can also be debated and adapted to local
context, with specific recommendations made.

Outputs
- Diagnosis of challenges to achieving improve
food and nutrition security
- Prioritised solutions to address these
- Identification of vulnerable groups and
targeting of intervention measures to level for
maximum impact
- Transparent evidence base for these
recommendations
- Dialogue and perhaps consensus built between
actors
About 620 ILRI staff work in Africa and Asia to enhance incomes and livelihoods, improve food security, and reduce disease
and environmental degradation. Australian animal scientist and Nobel Prize laureate Peter Doherty serves as ILRI’s patron.
Organizations that fund ILRI through their contributions to CGIAR make ILRI’s work possible. Organizations that partner ILRI in
its mission make livestock research for development a reality.
