Update on capacity strengthening

  1. Update on capacity strengthening Purvi Mehta-Bhatt (ILRI) CGIAR Research Program on Livestock and Fish Planning Meeting ILRI Nairobi 27 September 2011
  2. Defining Capacity Development (CD) in the context of CRP 3.7 Strengthening individual and institutional capacities, throughout the value chain, to generate, disseminate and adopt research outputs and convert them into developmental outcomes. Dissemination Impact Impact Assessment
  3. Key Principles  CD activities to imbed in different project activities & not as a ‘stand alone’ platform  To focus on both, individual and institutional CD efforts  To be structured around an “output to impact” framework, specifically designed for each component  Leveraging on existing capacities and partnership networks within and outside CGIAR  Focus on key questions such as Whose capacities to develop, capacities to do what and who will build these capacities.
  4. Key Steps in Implementing CD Looking at work plans of the components/subcomponents through a CD ‘lens’ to integrate following questions-  What are the specific CD needs in the component  What CD activities should be carried out to bridge these.  Who will build this capacity  Key tools/approaches to be used  Impact assessment
  5. Capacity Strengthening Proposed Priority Outcomes & Outputs 2012 2013 1. Subcomponent specific CD needs 1. Testing of training packages Outcomes identified 2. Regional partnership network 2. CD activities/work plan imbedded setup 3. Some CD activities especially targeted 3. A pool of trainers who can towards researchers (e.g. RM, project conduct trainings/CD activities implementation, M&E ) 4. Monitoring & learning 4. Some learning material developed 1. Tools for CD (face to face trainings, 1. Training material/modules distance learning programs) 2. Inventory of regional/national Outputs 2. Assessment of existing capacities and partners active in extension, gaps. trainings, who can help in CD 3. Matrix of different CD needs and 3. Training of trainers activities corresponding to it. 4. Development of specific training programs/packages Key stakeholders Researchers (within and outside Researchers, boundary (towards whom the CD CGIAR) partners (e.g. extension activities will be networks, NARs)
  6. Key Questions..  How to build some common CD activities across different components? e.g. training of trainers, RM, stakeholder relationship, setting up of distance learning program etc.  Leveraging upon partnership networks in different regions -same set of partners implementing research outputs from different components as a ‘package’  Linkages with other CRPs?  Impact assessment (how to quantify impact of CD interventions)

Editor's Notes

  1. CD is a process/an ongoing intervention and difficult to specify as a yearly output or outcome however,
