A presentation by Professor Teresa Pinto-Correia, the director of the Institute of Mediterranean Agricultural and Environmental Sciences (ICAAM) at the University of Évora in Portugal.

Pinto-Correia is also the leader leader of the SALSA project on understanding the role of small farms in Europe. The International Institute for Environment and Development (IIED) and partners are working to better understand why small farms matter.

The presentation was given at a 'critical theme' event on small-scale farming and the future of the European food system, hosted by IIED on 22 January 2020.

  6. 6. SALSA - Small Farms, Small Food Businesses and Sustainable Food Security Project Number 677363 Horizon 2020  124 crop types in 21 regions »» very high crop diversity  Regions with the lowest mean farm size (0-5ha) have highest crop diversity values » farm biodiversity and landscape diversity  SFs play a central role in consumption in some regions for a set of key products » e.g. peaches in Imathia and vine grapes in Illeia (GR), potatoes in Rezesowski (PL);  SFs secure a very high percentage of the total regional production for some crops » e.g. citrus in Castellon (SP); Remote sensing and statistics analysis » main findings
  7. 7. SALSA - Small Farms, Small Food Businesses and Sustainable Food Security Project Number 677363 Horizon 2020 Farm survey to 700 small farms interviewed in Europe: five SFs types »» make sense of small farm diversity beyond the subsistence-commercial duality
  8. 8. SALSA - Small Farms, Small Food Businesses and Sustainable Food Security Project Number 677363 Horizon 2020 Example: olive oil in Lucca (Italy) Comparative analysis of food systems » from 109 regional food systems maps of key products
  9. 9. SALSA - Small Farms, Small Food Businesses and Sustainable Food Security Project Number 677363 Horizon 2020 The contribution of SF to food systems has clear macro- regional patterns Eastern Europe Southern Europe
  10. 10. SALSA - Small Farms, Small Food Businesses and Sustainable Food Security Project Number 677363 Horizon 2020 The main actors connecting SF to the food system vary by geography and food system type
  11. 11. SALSA - Small Farms, Small Food Businesses and Sustainable Food Security Project Number 677363 Horizon 2020 Small farms’ self-provisioning is common across geographies and products Direct selling is common mainly in systems B and D
  12. 12. SALSA - Small Farms, Small Food Businesses and Sustainable Food Security Project Number 677363 Horizon 2020 • High diversity in SFs profiles, orientation and role in FS • Moving beyond the subsistence/commercial divide. – Most farms are oriented towards the market AND they produce for self-provisioning – Attributes of types span regions and market contexts • Small farms contribute to regional food availability, stability, and also access in a range of contexts and degrees (more in EE, less in NE and SE less); they contribute more in regions with many SF • The first buyer matters  shapes structure and dynamic of the food system. Direct sales are a key way of market integration • Link between small farms and small food business weaker than expected – but extent and reasons still unclear Food system analysis: main findings
  13. 13. SALSA - Small Farms, Small Food Businesses and Sustainable Food Security Project Number 677363 Horizon 2020 Participatory foresight analysis » identified needs: • Key to adapt to climate change • Poorer SFs need help in order to access to resources to adapt • There is room for ‘retro-innovation’ Access to technology and knowledge • Non-conventional » by new consumers’ habits and values • Reconnecting SF  SFB » locally designed governance frames • New dedicated quality schemes » current EU schemes not aligned to SFs needs Access to a diversity of value chains • Small-scale adapted support • Tailored regulatory requirements (health, environmental, fiscal) Tailored policy and regulatory frameworks Collective action and cooperation • Cooperation beyond concentration  leadership and professionalisation, commitment and trust, networks and alliances • A trade-off between farm subsidies and cooperative engagement » from individual to collective public support?
  14. 14. SALSA - Small Farms, Small Food Businesses and Sustainable Food Security Project Number 677363 Horizon 2020 Gender-related governance issues • Relatively more women in smaller farms and value added processing than in larger ones »» policy implications: support and tailored regulations • Women are more commonly represented on small-scale farming organisations than in mainstream ones »» BUT still under-represented + bias towards ‘rural women’ (not farming) • To assess impact of existing support policies: need to collect gender disaggregated data
  15. 15. SALSA - Small Farms, Small Food Businesses and Sustainable Food Security Project Number 677363 Horizon 2020 TO MARKETTO PRODUCETO EXIST Macro-regional participatory assessment » policy needs: (1) Better connectivity & infrastructure (3) Access to land (2) People & communities (4) Access to affordable credit (6) Availability & quality of farm labour (8) Products, markets & marketing (5) Agricultural Knowledge & Innovation Systems (7) Natural resources & climate
