A presentation by David Dodman, director of the Human Settlements Group of the International Institute of Environment and Development (IIED) on preparing the new urban agenda ahead of the implementation of the SDGs in urban areas.

The presentation was made at an IIED-hosted event on 'Will Habitat III produce an effective "new urban agenda?' on 5 May 2016.

Habitat III is this year's UN Conference on Housing and Sustainable Urban Development in October.

  • Discussion of process.
    Labelled as ‘informal’ – but very structured, member-state driven process.
    Admirable effort at inclusion (geography, gender, age); admirable effort at getting direct engagement between ‘experts’ and member states. Admirable effort at allowing time for engagement with specific issues.
    Reasonable member-state engagement: Brazil, Colombia, Zambia, Chad, Norway, Indonesia… lesser US, EU…
    Science-policy interface: assumed that getting the two groups in the same room would foster dialogue, probably naïve. Experts spoke, member states stated their positions.
    Limited NGO involvement; very limited local authority involvement.
    At the end of the ‘Leave no one behind, urban equity and poverty eradication’ session: “apologies to the NGO representative, we did not have time to take on your contribution”
  • Discussion of content of meetings. In general, very positive about urbanisation and its role in contributing to economic, wellbeing, sustainability goals.
    Mixed response to “right to the city”: particularly US and Canada. [US: “we do not believe Habitat III is the correct forum for identifying human rights”, although Brazil said this is an “appropriate framing” for the next 20 years]. ‘Corrective’ statement.

    Constructive discussion around:
    National urban policies (minimum standards, developed by people affected)
    Urban governance (devolution of capacities and responsibilities)
    Urban resilience (to stresses as well as shocks)
    Engagement with informal housing and informal economy: adequate housing, decent work

    Discussion missing around:
    Details of local government
    Details of financing
    Data to support (and to monitor) implementation
  • ‘Zero Draft’ document due this week: process of consultation transparent, process of production more opaque. [Requests for E&U papers from drafting team]
    Final consultations in coming weeks: how will these be incorporated?
    Surabaya Prepcom3 – point at which member states will decide on text [IIED involvement in that]
