A presentation by Yamikani Idriss on Malawi's experience of reporting on their experiences implementing the Paris Agreement.

Yamikani Idriss is the environmental officer responsible for environmental planning, monitoring and research in the Ministry of Natural Resources, Energy and Mining in Malawi. He is also a climate change negotiator and a technical expert reviewer to the UNFCCC.

The presentation was delivered on Tuesday, 4 August 2020 during the webinar hosted by IIED `What does the Paris Agreement’s transparency framework mean for LDCs?´.

Challenges faced in current MRV Despite being committed and registering progress in reporting on climate change action, Malawi is still facing a lot of challenges: Insufficient financial resources and unsustainable funding for reporting Inefficient data management and storage system Limited human resources capacity in terms of numbers and skill range and depth Inadequate capacity to track  Climate finances  Progress in implementation of NDC - Mitigation and Adaptation measures Preparation of GHG national inventories – Malawi lacks in-country expertise, complete sets of data, and country-specific emission factors in most sectors.

Lessons learnt and what needs to be done under ETF To effectively implement the framework, the following are key lessons learnt; the need to  Strengthening institutional arrangements and national capacity as key.  Exploring sustainable funding sources to deal with finance shortfalls  The need for efficient collection of effective and reliable data Integration of MRV system into existing national reporting systems  External Consultancy not sustainable hence need to develop in-country expertise Need for developing robust monitoring and evaluation (M&E) frameworks with measurable indicators for tracking progress in implementation of NDCs(Mitigation and adaptation actions).  Raising public awareness
  7. 7. What Malawi has done in Preparation of ETF Malawi is being proactive and taking initial steps to meet reporting requirements under the Enhanced Transparency Framework. So far it has;  Instituted GHG Inventory System (GHG-IS) with support from USAID  Commissioned development of some emission factors i.e. enteric fermentation  Climate Change Management Information System (MIS) with support from UNDP  Established a National Climate Change Fund through an act of Parliament Developed and Conducted a Technology Needs Assessment for Climate Change Technologies in the Agriculture and Water (Adaptation) and Forestry and Energy sectors (Mitigation) Developed and submitted a project proposal for Capacity Building Initiative for Transparency (CBIT) to GEF.
