This presentation by Clare Shakya, head of the Climate Change research group at the International Institute for Environment and Development (IIED), opened the first day of the 2016 Development & Climate Days conference in Marrakech in November.

The presentation reviews how partners involved in D&C Days can play their part in delivering the ambition of the Paris Agreement. It outlines challenges faced on climate finance and reviews the progress of the negotiations at the 22nd Conference of Parties (COP22).

Development and Climate Days 6 Clare Shakya Nov 2016 Negotiating the Paris rule book… where we are at… Marrakech theme was implementation, but… • Early entry into force – so now v procedural • Challenge to agree rules so inclusive, transparent • Suspend CMA for 1 year (or 2), ie decisions agreed at once or in stages • Issues interrelate, so sequencing & balance key The rules: • Review mechanisms, NDCs & communications • synchronised pledge and review (NDCs 5+5) • Global transparency (compliance, global stocktake) • balance on action and finance • Compliance vs facilitating implementation (downward accountability on finance: national & local)

Development and Climate Days 7 Clare Shakya Nov 2016 Negotiation on areas of action Mitigation communications • More uniformity in pledge and review – flex for LDCs Adaptation communications • NAPs or not, flexibility for LDCs, guidance on reporting (capture what works, but min reporting burden) Climate finance • the Roadmap to $100 billion – detail on mechanisms not just promises • Flexibility on reporting (LDCs want help, not to be left out) • Ada target – doubling (to 27%) not enough – 50%? • Fair finance for the climate vulnerable: the LDCs, SIDS – Ada Fund, LDCF Gender • 3 year continuation of Lima work prog – to promote gender responsive programming Capacity development • Long term investment to build capabilities (instead of fly-in, fly-out TA) • Additional work under LDCF to build project pipeline Loss and damage • limits of ada: support for mobility, dignity – included in review mechanism or?

Development and Climate Days 9 Clare Shakya Nov 2016 Paris Agreement implementation build on what works • Not a blank sheet • many mistakes & successes to learn from eg fast start • flexible finance to local level builds agile institutions for resilience • National climate funds can nudge development processes (Bangladesh, Ethiopia) • Set a long term vision & pathways to get there • Climate change strategies integrated into development & investment planning • Eg energy futures, land use, coherent risk management • Increase quality of learning • Support rapid iteration - ie action learning cycles (doing development different) • Locally owned, patient processes • working with the grain, challenge with new narratives, politically astute & tactical • Building progressive coalitions across society (Parliamentarians, Media etc) • Master planning vs delivery focus • Learn lessons from PRSPs, NAPAs, NAMAs

Development and Climate Days 10 Clare Shakya Nov 2016 Lessons for those supporting NDCs from PRSPs, NAMAs, NAPAs • Aim for holistic, coherent policy behind a long term vision • Enable countries to map out their own direction –support in line with demand and perceived need • Allow framing to fit national process and language • Support multi-stakeholder reflection, dialogue and engagement at national and local levels • Help with diagnostics – without being too prescriptive about policy directions • Support south-south learning (e.g. Bangladesh a global leader on adaptation) • Invest long term in implementation capacity at local and national levels (institutions, training courses) • Keep close eye on who will win and lose • And devolve decisions to local levels to enable inclusion and accountability And focus on what works not the perfect plan….

Development and Climate Days 11 Clare Shakya Nov 2016 Learning so far… Climate informed poverty reduction • Increasingly variable climate makes it harder for the poor to step out and stay out of poverty. • Need better monitoring (& evidence) on persistence of development results • Track who benefits - climate-vulnerable poor, women, youth, excluded • Track how climate change interacts with poverty, what works. • Climate positive development, through instruments that reduce poverty and enable adaptation • Shock responsive or adaptive social protection, contingency $$ & insurance triggered by forecasts • Resilient local economies - livelihoods, markets, jobs through climate positive agriculture, enterprise, manufacturing • Decentralisation an opportunity for building local agile institutions • Mitigation can also reduce poverty and support ada • Off grid renewables (HH solar, mini grids) also democratise energy • Cities planning, transport that is pro-poor and lower energy…

Action towards the Paris ambition • explore ambitious, pragmatic and politically feasible climate solutions that tackle mitigation and adaptation • innovative strategies that catalyse climate leadership at all levels 2. Just and equitable decision making for climate resilience • role of local communities, civil society + governments + donors, in promoting transparency and accountability in decision making - so that the distribution of adaptation benefits and climate finance is equitable and just • how climate finance for adaptation and resilience might better reach the local level and what is needed for this to go to scale 3. Managing climate risks in resilient development • Explore innovation to bridge climate humanitarian development divide in efforts to increase resilience: • social policy, innovative finance mechanisms (such as forecast based financing), environmental management for climate adaptation (e.g. ecosystem-based adaptation)
