How ASEAN Member States progresses towards Civilian
Nuclear Energy?
Let’s observe the news we collected in 2018…
Nuclear is among the least reported topic in the news in 2018,
which only accounted to 1.2% of the total news collected through

How does Nuclear progresses in ASEAN?
Several AMS frontrunners has withdrawn its nuclear plan
Vietnam
Malaysia
Thailand
Malaysia won’t use nuclear power and would
continue to rely on fuel sources and renewables
to generate electricity
Vietnam has also halted its plan to build its first
nuclear plan due to economic reasons, especially
given the fact that there are cheaper fuel options
to generate energy are available in the country
Thailand has also removed the plan to have its
first nuclear plan by 2035 in the new launched
Power Development Plan 2020-2037.
Several hindrance
factors
Impact of Fukushima Daiichi
Nuclear incident in 2011
Public perception &
acceptance is low
Long construction period
high risk of ballooning cost
Cheaper fuel & resource
option are available in the
country

Other AMS frontrunner in nuclear still keen to pursue its plan and moving forward with it
Philippines still shown great
interest in pursuing nuclear in the
near future.
Philippines
Philippines take the lead in the
chairmanship of the Nuclear
Energy Cooperation Sub-Sector
Network (NEC-SSN) under
starting last year, replacing
Malaysia.
The strong interest is also shown by the
its will to explore in reviving the
mothballed 620 MW Bataan Nuclear
power plan to ensure energy security.
DOE has set a rehabilitation plan
for the Bataan Nuclear Power
Plan which includes inviting
South Korea and Russia to
submit feasibility study.

Indonesia
Amidst uncertain status if the
country will pursue nuclear or
not, INA continue with a plan
for building Experimental
Power Reactor
Indonesia’s National Atomic Energy
Agency (BATAN) has launched a
roadmap last year for developing
the detail engineering design for its
Experimental Power Reactor
The plan has been developed
since 2014 and now it is
waiting for the site licensing
from BAPETEN before began
with the construction
BATAN plans to envisage the
small modular reactor for
populous island such as Java,
Bali and Sumatra, and for other
island which needs power and
heat for industrial use like
Kalimantan and Sulawesi.

• High investment cost high risk for new
comers country
• Security and Safety
• Public acceptance
• Other resource option are available in AMS
