Ensuring Seed Security and Production of Rainfed Pulses in Semi-Arid Tropics

  1. 1. Ensuring Seed Security and Production of Rainfed Pulses in Semi-Arid Tropics By Ch Ravinder Reddy M S Swaminathan Research Foundation - India
  2. 2. Seed Constraints • Availability of improved varieties seed • Accessibility • Quality • Right time • Cost
  3. 3. Seed Govt. supply Purchase from other farmers Local Markets Farmer own saved seed Informal seed system Storage Formal seed system- Research stations sowing cultivation Harvest Grain for sowing Grain for market Household utilization No specific Marketing channels Supply seed to corporations , Universities, NGOs, KVKs, progressive farmers Seed production Breeding Seed Systems of Legumes – A sketch
  4. 4. Village Based Seed Enterprise for production of Chickpea Seed Consortium • Agri. University • RARI • ICRISAT • NGO • KVK • Farmers coop.
  5. 5. • Alternate seed delivery system to small- scale farmers • Community participation • Introduction of science-based tools • Promote self-sufficiency • Access to improved varieties • Adequate and timely availability • Low seed cost and good quality • Livelihood options Objectives of VBSE for chickpea seed
  6. 6. • Linkages with research institutes for Procuring breeder seed • Quality of seed production methods • Scientific seed storage methods • Fixing procurement and selling price • Seed Marketing • Fund raising • Accounting and book keeping Strengthening of VBSE committee
  7. 7. Seed production and storage • Seed production practices • Monitoring seed production • Seed quality- germination and pest free • Grading • Seed packing and storage management
  8. 8. Hermetic storage: For protection of Legume Seed from stored grain insect pests
  9. 9. About hermetic storage • Creating air tight and modified atmospheric conditions (reduced oxygen and elevated carbon dioxide) in storage • A sustainable and environmentally safe approach due its chemical-free nature • Relies on the respiration of organisms (insects and/or molds) present in the grains to generate a low oxygen modified atmosphere
  10. 10. PICS Bag
  11. 11. Village seed storage facility developed  Seed stored in the village- the damage was less than 2% and germination 95% 300 Farmers using the PICS bag for storing Pigeonpea and chickpea seed PICS bags can be used economically for 5 years Easy to handle and locally produced
  12. 12. Village Based Seed Enterprise at Ramapuram
  13. 13. • Production of quality seeds- Year -1: 13 tons CP; Year - 2 : 21 tons CP • Availability of quality seed at affordable cost - 433 acers in year 1 and in year 2- 700 acers • Reduced dependence on external seed sources- Poor quality seed • Access to improved varieties – JG 11 and NBG 3 • Income generation activity at village level - INR 1.25 lakhs profit • A step towards sustainable crop production- production increased by 12% by using improved varieties Achievements of Village Based Seed Enterprise
  14. 14. Sustainable issues Linkages developed to sustain the seed cooperative  Linking with research institutes for supply of breeder seed  Local institutional support for technical backstopping  Linkages developed with financial institutions for funding
  15. 15. Way Forward • Need for a policy frame work to build a viable rainfed crops seed system • The Role of NARS in strengthening the community seed systems • The role of the state and the central agencies • Public -Private -Partnership • Strengthening stakeholders in developing community seed systems • Interventions required for developing rainfed crops seed systems
  16. 16. Conclusion Seed security is essential for food security
