Stagnant budgets are the norm rather than the exception, and the focus on optimizing and objectively measuring outcomes compounds organizational challenges. Managers and case workers are looking for tools that help them work smarter. Automation is imperative, but it can come with unwanted complexity and cannot replace sound professional judgment. Often, the combination of too many systems and silos of information impedes productivity. The IBM Cúram Social Program Management Platform on zEnterprise (SPMP) is designed to help social programs organizations meet the challenges of this new reality. An integrated solution for end-to-end management of social programs, the SPMP is a platform that provides pre-built social program-specific components, business processes, toolsets, interfaces and configuration capabilities. It helps organizations support increased demand for services and requirements for more effec- tive service delivery. It manages citizen needs through a personalized approach to service delivery that supports transactions and outcome measurement. The SPMP single data repository helps increase visibility into the organization without compromising security. Because it is a com- mercial off-the-shelf (COTS) solution, it can help reduce IT complexity and the need for custom integrations that are expensive to build. With IBM enterprise-class systems and middleware, program managers are able to rapidly deploy new programs while providing world class security of the precious citizen data in their care.

System consolidation on z Enterprise also ensures that data is continuously secured with the industry’s highest level of commercial grade security. Robust solution The SPMP offers a comprehensive approach to social program management. It can help improve outcomes and deliver the flexibility needed to respond to changing program priorities and mandates. Integrated components help support rapid deployment across single or multiple programs, which can eliminate the need to define requirements multiple times. Because the SPMP includes virtually all of the components required to run a social program enterprise, it eliminates the need to buy a collection of products from disparate vendors, lowering IT complexity and reducing management costs. Specifically designed for social programs To support the unique needs of social programs, the SPMP includes pre-built and interconnected solution components. These components can be deployed rapidly, eliminating the need to define requirements or develop and integrate core capabilities traditionally found in transfer solutions. The SPMP data model is designed to be both client-centric and multi-program. As a result, the data model provides the structure for organizations to capture household-specific data once and then utilize that data to support the eligibility and enrollment process across multiple program types, including: social assistance, family services, pensions, employment, disability and worker’s compensation, tax and contributions, and public health insurance. The SPMP provides out-of-the-box support for the eligibility and entitlement processes, including evidence capture, entitlement calculation, payment management and change in circumstance processes. The SPMP also includes evidence management capabilities to support the complete evidence lifecycle and enable reuse of evidence across multiple programs. The predefined base structure provides uniform evidence definition with social program-specific correction, change history, security and audit functionality. Global requirements are reflected in the design of each business process. For example, the steps required in key business processes, such as intake and eligibility, are inherent in the solution, eliminating the time-intensive process of defining steps and integrating them into the infrastructure. The SPMP also provides a series of role-based views and work- spaces to support the key requirements for each stakeholder. Dynamic programs The SPMP is a highly configurable and extensible solution that meets the needs of modern social programs. The solution’s configurability allows organizations to define new solution extensions and programs, while incrementally modernizing to leverage technology advances when the time is right for them. Because the platform can be extended without custom develop- ment, it reduces long-term dependence on the solution vendor. ●● ● Program definition wizard: A wizard helps you move through the steps needed to define program(s), benefit type and delivery pattern frequency. ●● ● Evidence editor tool: Helps you graphically define relevant program evidence types to consistently model attributes, types, validations, descriptions and user-interface definitions. ●● ● Drag-and-drop user interface workspace: This allows you to design a screen layout with a drag-and-drop tool. ●● ● Configurable, end-to-end business processes support: An extensive set of standardized business processes for areas such as eligibility and entitlement, evidence management and verification, and change in circumstance processing.

To meet the high-volume processing needs of many social organizations, it has an advanced workflow engine to support a no-touch, fully automated service delivery model, also known as straight- through processing or STP. Because STP is not suited for all organizations or cases, the SPMP provides a robust set of pre-built tools, processes and workspaces for programs and clients that require extensive caseworker interaction, collaboration, planning and case management. Across many programs, 20 percent of cases might account for 80 percent of an organization’s work. SPMP delivers advanced priority, complexity and risk (PCR) capabilities to help organi- zations rapidly identify cases where intervention could provide long-term savings to the organization. The embedded PCR model runs behind the scenes as citizens, external users or employees enter case-related information. It analyzes the complexity of each case and calculates a score, which can guide organizations to direct cases to the STP workflow or a caseworker-intensive outcome management model. IBM enterprise systems and middleware further empower organizations to quickly respond to service demands. With zEnterprise System Capacity on Demand, social organizations can add IT resources quickly without needing to acquire new physical systems or floor space while being confident in their ability to scale to meet future demands. Ability to adopt new programs Social program enterprises and the services they deliver are dynamic. They must adapt to emerging needs and expectations as well as ever-changing government requirements and priori- ties. Government organizations are adapting delivery models and introducing a wide range of social programs. These changes may be driven by reform initiatives, as in the UK, or relate to nationalized service delivery consolidation, as in Australia, or new program initiatives, as in US healthcare reform. The SPMP is able to deliver the components, business processes, configuration approach and IBM enterprise-class infrastructure to meet political, legislative and policy timelines.
