  3. 3. A New Kind of Normal The City of Hinesville felt the first affects of COVID-19 in late March 2020, with our first emergency orders coming our on 03.23.2020. COVID-19

  5. 5. T-SPLOST March 2020 saw the passing of TSPLOST, with the possibility of generating up to $54 million dollars in revenue county-wide. This does not include additional funds coming from the state for improvements on Highway 84.
  6. 6. e-Commerce In November 2020, the Freeport Tax Exemption (also known as e-Commerce) passed in Liberty County. This allows the LCDA & other organizations like it to recruit high caliber industry and retail to our area and compete against larger municipalities like Savannah & Chatham County.

CARES Act Addressing the Present and Planning for the Future PPE AND / PROTECTIVE MEASURES • Face coverings • Hand sanitizer • Sneeze guards • Thermometers • Directional Signage • Public Information HOMELESS PREVENTION PROGRAMMING • Allowed us to house 35 individuals/families in local partnering hotels for an average of 17 days while identifying permanent housing solutions • 21 households facing eviction/disconnection were assisted financially to preserve housing or maintain vital utilities
  8. 8. SMALL BUSINESS ECONOMIC RECOVERY GRANT $3,000 To help cover payroll for businesses affected by COVID-19 SMALL BUSINESS RENT, MORTGAGE AND UTILTY GRANT $3,000 To assist with rent, utility and mortgage payments OTHER CARES ACT BENEFITS

  10. 10. Small Business Incubator Supporting small business in Hinesville TARGET AUDIENCE This project will support first - time entrepreneurs, young companies and support vendors. SUPPORT SERVICES Facility will house the following support services for tenants: financial resources, technical assistance and technology infrastructure. FUNDING AND COMMUNITY SUPPORT Key partners and factors in this project are: • $750,000 EDA grant • MOA with Georgia Southern University • Support from HDA

  12. 12. Downtown Revitalization Currently in the concept design phase for Bradwell Park. In January 2021, we will see the first phase of our Bradwell Park redesign and update begin - with bids for construction due January 12.
  13. 13. FSHAAF Grounds Maintenance Contract Signed IGSA on June 25, 2020 and services began August 1, 2020. The contract was 2 years in the making and sees the City taking over the grounds maintenance for most of the acreage of the installation - including areas classified as the improved, semi- improved, unimproved, airfields and cemeteries.

NEW FIRE STATION 1 RYON AVE REALIGNMENT ONGOING & UPCOMING PROJECTS LIBERTY TRANSIT IMPROVEMENTS • $465,000 grant to complete Phase I of ADA infrastructure improvements. • 100% grant funded. • Includes 10 new shelters and 6 sidewalks. • Acquired property immediately behind existing station on Liberty Street. • Currently in the design phase. • Will upgrade FS1, which was built in the 1970s • Currently undergoing environmental review • $300,000 in federal funding with $75,000 local match to complete design & engineering of the realignment • Expected approval from GDOT in June 2021
