11. With this evolution, as shown in above slide, the MTPT had
been divided into four ministries:
1-Ministry of Post and Tele-Communication (MPTC): in charge of postal
mail and electronics communication;
2-Ministry of Public Works and Transport (MPWT): in charge of Public
Works: Planning, construction and management of National Road,
Provincial Road1, Airport2 and Railways3. With the demand to create an
expressway in Cambodia, as of 2014, MPWT is in the process to create
an expressway department to handle this issue. Transport: All type of
transport except air transport.

there is no clear decision on who is in charge.

the China Road & Bridge Corporation(CRBC). This project is
a Build Operate and Transfer scheme. The estimated 190-
kilometer-long and 25-meter-wide expressway would be
built with an investment capital of some US$1.6 billion
• 2. Phnom Penh - Bavet Expressway Development
Project. JICA has been studying the construction
project which would cost over US$2,000 million, a low
interest loan from Japan (tentative).

To implement the prioritized policies during the Fifth Legislature, MPWT will
carry out the following activities:
Improve more 3,500 Km of road infrastructure in the next 5 years.
Improve 1-Digit National Roads – expand from DBST to AC pavement.
Widen 1-Digit NRs from 2 lanes to 4 lanes in and around major cities.
Increase a pavement ratio in 2-Digt National Roads from 50% to 90%.
Install drainage facilities in 1-Digit National Roads, for flood control.
Increase traffic signals in the Capital Area for smooth and safe traffic.
Introduce bus public transportation system in the Capital Area.
Install ICTV cameras in 1-Digit NRs to check the over speed and over

Conclusion and Solution/Recommendation
H.E. Tauch Chanksal requested Korean side to deal with traffic jam in Phnom Penh with
Korean experiences. As you know, almost every working day, traffic jams congest every
major intersection in Phnom Penh city during rush hour (7am—9am and 4pm—7pm).
Phnom Penh Municipality is doing Street widening and construction of flyover bridges.
Those projects are the current solutions to tackling the congestion issue in Phnom Penh.
However, these are still short-term solutions. Obviously this problem will not be fixed
quickly. Even though there is some work being done, it is not enough to accommodate
all the constant stream of new vehicles that contribute to Phnom Penh traffic every day.
1-JICA is conducting feasibility study to introduce city train what they called Automated
Guideway Transit (AGT) from downtown to Phnom Penh International Airport and the
Phnom Penh Public Bus Transport followed by its Urban Transport Master Plan.
2-China is supporting loan for 2nd and 3rd Phnom Penh Ring Roads. These roads will
reduce the traffic on core areas (where the existing roads are already unable to meet
the demand because of increasing size & population of city).
Solution/Recommendation
Must to change the urban transportation
system to Public Transportation, such as
Bus rapid transit(BRT) and Railway system as
like Korea. Need to F/S in advance.
If RGC has budget or loan project,
KOICA can help F/S....why not?

43. Challenges, Conclusion and Solution/Recommendation
Challenges:
Cambodia is still very young into the PPP project, and have weak
institutions; but is being committed for future development of railway
as a green mode of transport network.
Cambodia is facing difficulty in seeking investment funds for the
implementation of such huge projects of the Master Plan.
Solution/Recommendation:
To prepare for the Master Plan Implementation, strengthening of railway in
stitution and capacity building is the first requirement;
so the need of reputed international railway advisor to assist Railway
Department in this area is an urgent.
The experts will help to establish laws and regulations for the
development of rail infrastructures and operations & maintenance.
As part of Master Plan follow-up, MPWT is considering to request for 2
Railway Advisors (Railway Policy Maker and Railway Engineer) to
assist the Railway Department to implement the master plan and to
establish law and regulations, and to have on-the-job training and
strengthening the capacity of railway department’s staffs on railway
operation and maintenance.

46. 4.1-Sea ports (Under MPWT):
– In Cambodia, there is only one deep seawater port in Peah Sihanouk
– Other smaller ports such as Sre Ambel Port, Kampot
Port and Oknha Mong Port. Kampot Port is now under
the expansion works. Kirisakor of Koh Kong has an
expansion plan for sugar transportation. There are also
the plans for developing new ports in Kirisakor of Koh
Kong Province (deep seawater port), Steung Hav of
Prea Sihanouk Province (International port) and Kep
Province (tourist port).
