  1. 1. EN/MM REALIGNMENT QUESTIONS1. Which NECs will be automatically converted, when the realignment happens? - NEC’s will be used as a factor in determining the Sailors who are going to remain in the EN community. “THE FOLLOWING NEC’S WILL REMAIN EN: 4302, 4303, 4304, 4305, 4306, 4308, 4310, 4314, 4324, 4333, 4334, 4340, 4342, 4343, 4346, 4366 AND 4370. However, some EN Sailors with limited diesel propulsion experience may remain an EN based on career progression in regards to pay-grade, sea shore flow, and community health.” - All EN sailors, except those with a Fleet Reserve or Separation date within CY-2013, who desire conversion to MM are required to notify BUPERS-321 (Surface ECM’S) 31JUL2012. Those sailors who do not desire to convert will still be reviewed for conversion if determined to be in the best interest of the Navy. ECM’S will retain final approval and disposition of rating conversions to secure overall community health in regard to career progression, SEA/SHORE flow and billet distribution.2. Will the command have any control over who is converted; if not what role will the command have in this, if any? EN Sailors without Diesel - Initially, the Sailors will have a choice of either converting as stated above or staying an EN, however, the ECMs will make the appropriate decisions in the end depending on the EN and MM community health. The commands will provide the ECM with a spread sheet with the Sailors who are affected by this re-alignment and on the spreadsheet, there will be a column that states whether or not the Sailor desires to convert or remain in-rate. Once the spread sheet is sent to us, we will review and determine which Sailors who will be converted and who will not. We will take each Sailor desires into upmost consideration.3. Our EDVR is reflecting 15 ENs as MM, please explain what this mean? Will these MBR be selected for converted only? - Your EDVR is the results of the billets being shifted from EN to MM. This shift was done because of the new FY. The members will not be automatically converted because of this. The Sailor’s will be given the choice to either stay EN or convert to MM as mentioned above.4. When the realignment happens, will this be a forced conversion or voluntary at any point prior? - It will be voluntarily initially, but it could become force conversion if the EN or MM community health dictates.5. Are we going to lose manning due to this? - The intent is for commands not to lose manning. The Assigned Rate for the billets will change from EN to MM or in some cases have already changed. The Detailers are currently de-rating ENs to fill the newly changed MM billets.6. The most current (14-Sep12) EPA slide for MM/EN was used to brief Leadership, as well. - The New EPA isn’t reflected on the quad charts because the EPA has yet to be spread for the MMs and the ENs. 1

EN/MM REALIGNMENT QUESTIONSMore:Why was the EN/MM Rating realigned?A: The EN/MM ratings were realigned to improve engineering proficiencyin both training and experience while enhancing overall surface shipreadiness.Q: Why did the Full Time Support (FTS) EN rating have to disestablish?A: With recent changes to the occupational standards, and the seashore rotation imbalance after the realignment, FTS-EN advancementopportunity, career diversity, and duty assignments rating is nolonger sustainable.Q: Since the FTS EN rating is disestablishing, those FTS Sailors haveother options other than converting ratings available to them. Arethose options also available to Active Duty EN Sailors?A: The short answer is Sailors always have the option of using the PTSsystem to seek conversions to a new rating. However, it is theintention of this realignment to shift both the work and the Sailorfrom EN to MM, ideally.Q: If I’m and FTS EN Sailor converting over to active duty, and I’vealready received Permanent Change of Station (PCS) orders, will I beable to execute those orders, or will I receive new orders?A: effective 01MAY2013 EN-FTS Sailors will be detailed by Active DutyDetailers. Sailors that have already received PCS orders will beasked to contact the Active Duty detailers to ensure a billet existsfor them at their new station.Q: If I’m and FTS EN Sailor converting over to active duty, and haverecently executed Permanent Change of Station (PCS) orders, will I beable to complete those orders, or will I receive new orders?A: EN-FTS Sailors will be detailed by Active Duty Detailers. Sailorsthat have already received PCS orders will be asked to contact theActive Duty detailers to ensure a billet exists for them at their newstation. 2

EN/MM REALIGNMENT QUESTIONSQ: If I’m an Active Duty EN Sailor converting to the MM rating, andI’ve already received Permanent Change of Station (PCS) orders, will Ibe able to execute those orders, or will I receive new orders?A: Newly converted Sailors that have already received PCS orders willbe asked to contact the Active Duty detailers to ensure a billetexists for them at their new station. In all likelihood, you will beallowed to execute your orders due to the orders having already beingfunded.Q: If I’m an Active Duty EN Sailor converting to the MM rating, andhave recently executed Permanent Change of Station (PCS) orders, willI be able to complete those orders, or will I receive new orders?A: Newly converted Sailors that have already received PCS orders willbe asked to contact the Active Duty detailers to ensure a billetexists for them at their new station. In all likelihood, you will beallowed to remain at your current duty station until your PRD, due toconstraints in the distribution system. The objective is not todisadvantage any commands or Sailors by causing gaps.Q: I’m currently an Active Duty or Ready Reserve EN Sailor and I’munsure what rating I will be associated with when the realignment isdone.A: In general, current EN Sailors who have experience in dieselpropulsion, as indicated by a combination of primary NEC held and lastbillet filled, will remain EN and those who have an auxiliarybackground will be converted to MM. The following NEC’s will remainEN: 4302, 4303, 4304, 4305, 4306, 4308, 4310, 4314, 4324, 4333, 4334,4340, 4342, 4343, 4346, 4366 and 4370. However, based on careerprogression in regards to paygrade, sea shore flow, and communityhealth, EN Sailors with limited diesel propulsion experience mayremain an EN. MM Sailors will be unaffected unless they desire toconvert to EN and can demonstrate that they have the requisite dieselbackground. 3

EN/MM REALIGNMENT QUESTIONSQ: If I’m currently an Active Duty or Ready Reserve EN Sailor and Idon’t want to convert to MM, can I request conversion to anotherrating?A: The short answer is Sailors always have the option of using the PTSsystem to seek conversions to a new rating if you are in the PTSwindow (0-14 year’s length of Service). This depends on whether or notthere are convert-out quotas in their current rating, pay grade andyear group. Sailors outside of the PTS window will be adjudicated on acase by case basis. The determining factor is community health.Q: If I’m currently an Active Duty, FTS, or Ready Reserve EN Sailorand I don’t make a conversion election, what will happen?A: Active Duty ENs who does not desire to convert will still bereviewed for conversion if determined to be in the best interest ofthe navy. ECM’s will retain final approval and disposition of ratingconversions to secure overall community health in regard to careerprogression, sea/shore flow and billet distribution.EN-FTS Sailors have options to convert to another FTS community,convert to an active duty community other than MM or EN where thereare vacancies, Fleet Reserve if they are Fleet Reserve eligible, orsubmit an early separation request which will be affective NLT30SEP2013.Q: If I’m currently an Active Duty, or Ready Reserve EN Sailor, anddon’t want to convert, can I request early separation?A: Yes for EN-FTS Sailors only.Q: If I’m selected for advancement in my current rating, and thenconvert to EN or MM, will I be able to keep my higher paygrade in mynew rating?A: Yes, all E4, E5 and E6 Sailors selected for advancement off of theSEP 2012 or March 2013 exam cycles will be advanced to the higherpaygrade in the approved conversion EN or MM rating. 4
