SOLUTION OF FLOOD AND INUNDATION MANAGEMENT AT THE OUTER RING (Flood and inundation management team – MARD) This solution is the most effective one for tide control at the outer ring but the scope and investment cost are significant, meanwhile the hazard of ecosystem is potential afterward.   13. 13. PROPOSED SOLUTIONS AND ADVANTAGE & DISADVANTAGE OF THESE SOLUTIONS B2. SOLUTION OF DISCHARGE AND TIDE CONTROL AT THE INTERFLOW OF SAIGON – DONG NAI RIVERS (MIDDLE RING); (Flood and inundation management team – MARD) This solution is effective in tide control, decreasing of water level inside at District 2 and 9, improving of drainage capability in the urban area and flood and inundation mitigation caused by tide. Big investment in dike and tidal gates as well as increasing of ground elevation. Operation procedure of each tidal gate is necessary. Impacts on inland waterway.
  14. 14. HYDRAULIC SCHEME USED IN FLOOD AND INUNDATION MANAGEMENT SIMULATION THE RELATIONSHIP WITH MEKONG DELTA IS NEGLECTED

Some figures of flood and inundation management solution in HCMC (flood management team – MARD) • 43 big and small tidal gates, total width 940 m as planned (710 m as proposed) • Dike: A hundred of km (172kM) • Effect: Flood and inundation management in HCMC (rainfall and tide management) • Impact: waterway (tidal gates closed averagely 8.8 hours/day during a period of 5 months) • Increase water level in the main river → Salt intrusion to intakes of drinking water treatment plants

Obtained conclusions from hydraulic simulation • Max water level at Nha Be increased about 0.37 m compared to existing situation • Max water level at Phu An increased about 0.43 m compared to existing situation • Max water level at Ben Luc increased about 0.41 m compared to existing situation • 3 tidal gates (Thu Bo, Muong Chuoi, Kinh Lo) installed, water level decreased 2-8 cm, eventhough these 3 tidal gates are in operation of 1 way only. • 5 tidal gates (Thu Bo, Muong Chuoi, Kinh Lo, Song Kinh, Kinh Hang) installed in Southern area, water level decreased 26-45 cm. However, the flows velocity at Ben Nghe, Tan Thuan and Phu Xuan is in trend of increasing.

HYDRAULIC STRUCTURE OF FLOOD AND INUNDATION MANAGEMENT AT THE FURTHEST OUTER RING (Directorate of Water Resources) – INSTALL TIDAL BARRIER 33 KM CONNECTED VUNG TAU AND GO CONG This is the greatest tidal barrier in Vietnam that significantly impacts on waterway system and ecosystem in terms of mangrove forest at Can Gio. Impacts on salt intrusion at Tien Giang and sediment accumulation at Dai and Tier estuaries. Ongoing study PROPOSED SOLUTIONS AND ADVANTAGE & DISADVANTAGE OF THESE SOLUTIONS C1- Solution of shiplock

SIMULATION BASE FOR PROPOSED STRUCTURE • Used detailed modelling scheme for entire catchment including detailed network of Sai Gon – Dong Nai – Nha Be – Thi Vai Rivers • Salt intrusion simulation in 6 months of dry season 2008 • Discharge simulation in 12 months of 2000 (the year of big discharge)

REMARKS ON DRY SEASON • AS LITTLE OPENING OF SOAI RAP TIDAL BARRIER AS SIGNIFICANT IN DECREASING OF WATER LEVEL INSIDE • AS BIG OPENING OF SOAI RAP TIDAL BARRIER AS LITTLE INCREASING OF SALT INTRUSION AT MY THO AND LITTLE DECREASING OF SALT INTRUSION IN ENTIRE RIVERS SYSTEM (SAI GON – DONG NAI – VAM CO). • As closing or opening tidal barrier 100 m in dry season, salinity of Sai Gon – Dong Nai Rivers and at My Tho increased. • Water level decreased towards the South • OPENING TIDAL BARRIER IS OPTED TO DECREASE SALT INTRUSION AND TIDE LEVEL IN THE INTIRE SYSTEM (SAI GON – DONG NAI – VAM CO), TO BE LITTLE IMPACT ON TIEN GIANG AREA: TEMPORARILY OPT TO OPEN TIDAL BARRIER 400 M FROM JANUARY TO THE END OF MAY

Simulated options for rainy season (2000) • Existing situation 2000: Represented by HT • Open Soai Rap tidal barrier in according to the width of 300, 400, 500 (m) are C3, C4, C5 • The representative signs used in simulated tables of rainy season: HTHmax is existing H max. • C1-HT,C1.5-HT,C2-HT,C3-HT, C4-HT, C5-HT, C6-HT,C7-HT are comparisons of increasing (+) and decreasing (-) with existing (HT) for the cases of opening 100 m (C1), 150 m (C1.5), 200 m (C2),… • C5D1-HT, C6D1, C7D1 are the cases of opening 500, 600, 700 m in one way of upstream to downstream only. • 2C5-HT, 2C6-HT, 2C7-HT are the cases of opening two ways of 100 m for waterway, meanwhile also opening one way of upstream to downstream in line with 500m, 600m, 700m for releasing discharge objective.

REMARKS ON SIMULATION RESULTS IN FLOOD PERIOD • WATER LEVEL IN THE NETWORK DECREASED FROM 25 cm TO 50 cm, IN CASE OF 1 WAY OPERATION OF BARRIER TO DISCHARGE TO THE SEA. • ALWAYS OPENED MINIMUM 100 M WHOLE YEAR TO MAKE SURE OF WATERWAY TRANSPORTATION AND DECREASE WATER LEVEL & SALT INTRUSION AS WELL. • AS CLOSE TO THE SOUTH AS DECREASED IN WATER LEVEL, MORE ADVANTAGEOUS FOR RELEASING DISCHARGE. • FLOW VELOCITY IN THE WHOLE NETWORK DECREASED; EXCEPT THE CASE AT UPSTREAM LONG TAU, THE FLOW TO DOWNSTREAM INCREASED MAX 0.4 m/s BUT IT DOES NOT EXCEED 1.5 m/s. • THE BARRIER OPENED OVER 700 M, IT IS NOT EFFECTIVE IN DECREASING WATER LEVEL (the option 1500 m of flood and inundation management team MARD is not effective)

Advantage and disadvantage of Soai Rap tidal barrier Operation procedure: • From Jan to end May: Open the barrier 400 m to allow 2 in-out flow • From Jun to end Aug: Open the barrier 150 m to allow 2 in-out flow • From Sept to end Dec: Open the barrier 100 m, + open 500-600 m to discharge one way to downstream at neap tide period and control water level at spring tide period. (No need shiplock for waterway transportation) => No obstruction in waterway transportation at Soai Rap (open minimum 100 m), Long Tau, Thi Vai and the inland waterway from HCMC to Mekong Delta
  40. 40. • Only 1 tidal barrier with the total width maximum 800/1000 m • Easy to prepare the operation and management procedure • No effect to environment at Can Gio • Decrease maximum tide level in the network (SG-DN-VC) in order to flood and inundation management for HCMC => decrease dike crest (in case the dike is necessary). • As close to the South as decreased a lot in water level, it is easy for releasing discharge • Decrease salinity in Go Cong 4-5 g/L • Decrease salinity in Sai Gon and Dong Nai Rivers and decrease the hazard of salt intrusion for drinking water treatment plants supplying to HCMC • Far away to the inland: it does not change the hydraulic regime of Can Gio, Dai and Tieu estuaries Advantage and disadvantage of Soai Rap tidal barrier (cont.)

RELATION TO 12 TIDAL GATES APPROVED (DECISION No. 1547) – cont. • The role of 6 tidal gates (from 1 to 6) is to control water level coming in HCMC as significantly high discharge (design discharge), hence it can be studied more later on. For the case of Rach Tra tidal gate, the canal can be widen to release discharge (no need tidal gate) • The tidal gates in the South and in Long An are not necessary as Soai Rap tidal barrier always maintains low water level • Flood in 2000: No need tidal gates, the water level was also decreased in Sai Gon – Dong Nai – Vam Co Rivers

SOME REMARKS AND RECOMMENDATION • SOAI RAP TIDAL BARRIER BRINGS A LOT OF BENEFIT AND IT IS FEASIBLE ON MANY APSECTS IN THE BASIN (SG-DN-VC), SIMPLE OPERATION AND MANAGEMENT, TIDE AND FLOOD CONTROL NOT ONLY FOR HCMC IN THE CASE OF FLOOD IN 2000C BUT ALSO NO IMPACTS ON MEKONG DELTA AND WATERWAY TRANSPORTATION • DECREASE SALT INTRUSION FOR GO CONG AND DRINKING WATER TREATMENT PLANTS ALONG SAI GON – DONG NAI RIVERS • NEED TO BE STUDIED MORE CAREFULLY IN DESIGN DISCHARGE, SEA LEVEL RISE AND THE ROLE OF BIG TIDAL GATES APPROVED. • NEED TO BE STUDIED IN TOPOGRAPHY, GEOLOGY, GEOMETRY AND ENVIRONMENT AT TIDAL GATES.
