A number of barriers have been identified that need to be solved for the
residential refurbishment to be fully deployed in mild climates
Learnings and conclusions
I-Scope II-KPI‘s III-Lessons learnt IV-Replication
Type of property: large part of dwellings are in multifamily houses and ownership is really
fragmented. There are in average 15-25 family units per building.
Income levels: 45% of all dwellings is lower than 1,500€. Different incomes on all dwellings and
different willingness to pay within a building.
No planning for long-term on multifamily buildings: need to include energy aspects on the
technical building inspections.
National Context
Technical barriers
Complex norms and ordinances: interventions on the façades are considered as an increase of
volume, hence higher license procedure. Local ordinances do not account for rooftops as energy
generators spaces.
Lack of accuracy on the works implementation. Need to include performance contracts into the
contractors bid.
Economic barriers
Large paybacks in mild climates: paybacks can reach 30 years or in case no heatin demand on
the baseline, there will be directly no payback.Need to value other factors than energy savings
Difficulty to access financing: ownership communities struggle to apply jointly for finance. High
interests for a consumer loan and not able to apply for a mortgage loan.
Subsidies need to be restructured and be designed to dynamize the market

The National Enery & Climate Plan (2021-2030) establishes 1.2M of residential building to be
refurbished in the coming 10 years with a budget of 44M€ (80% coming for the private sector)
On the Photovoltaic self consumption: an objective of 300-700MW per year to 2030 at Spanish
level and 200MW per year to 2030 at Catalan level.
