  5. 5. The identification of SDGs should not be datadriven, but grounded in common values,relevant science, and a conceptual frameworkthat represents key domains of sustainabledevelopment and interlinkages between thedomains. 5

  7. 7. Sustainable development goal indicators (SDGIs)should inform goal and target setting and serveas an important element of the SDGs’governance and accountability mechanism. 7

In order to ensure scientific credibility, objectivity,and timely access to relevant facts and evidence inthe political SDG process, a parallel but arms-lengthinstitutional arrangement and process should be setup from the beginning for the development of theSDGIs.The political SDG and technical SDGI processesshould work iteratively and in close coordination. 8
  9. 9. The development of the SDGIs should follow aprinciples-based approach, such as the BellagioSustainability Assessment and MeasurementPrinciples or BellagioSTAMP developed in amultistakeholder process coordinated by theOECD and IISD. 9
