The idea for a country InsurTech directory came about when we’ve realized that the same questions kept coming up again and again. This de ja vu questions led us to believe that lack of public information was potentially hindering collaboration opportunities. In addition to a vibrant domestic insurance market, with 161 insurers and around HK$374 billion (US $48 billion) insurance industry in premiums, there’s a substantial number of regional insurance offices based there as well. All of the following businesses are calling Hong Kong home to their regional leadership teams: Prudential, Manulife, MetLife, AXA, AIA, Generali, SunLife, FWD, AEGIS, AEGON, RGA, Swiss Re and Peak Re. Hong Kong distribution market is dominated by 93,000 insurance professionals, agents and brokers who take a fee on insurance products sold face to face, but the industry’s incoming regulator said last year he would like to see local insurers embracing new forms of financial technology to develop and distribute products. Despite the high concentration of insurance industry, Hong Kong is in a relatively earlier stage of InsurTech ecosystem development, comparing to established players such as NY, London, Berlin and emerging Asia InsurTech hub - Singapore. For example, only less than one per cent of Hong Kong life insurance sales are currently made digitally. However, recent government initiatives and increased attention from regulator and various industry players are definitely raising awareness and level of InsurTech activity. Following are four key insurance innovation bright spots in Hong Kong: FWD is the insurance business arm of investment group, Pacific Century Group. Since being born in 2013, FWD has grown rapidly across the region from the Hong Kong HQ and have established themselves as an innovative, digital-first insurer across few key Asia markets. AXA is one of the most active insurance innovation leaders globally. In addition to the existing innovation programs in the region, they have chosen Hong Kong as their regional base for their US$200MM Strategic Ventures VC fund. AIA is actively pursuing innovation agenda, especially active in the Health segment. They have partnered with Discovery Health to launch innovative Vitality program to help drive healthier customer behaviour and are working with Health startups, as part of their accelerator program.

V. 1.HK-Feb-2017 Please send questions / feedback to team@insurtechasia.org | Page 5 Aviva has announced a Joint Venture (JV) in Hong Kong to push into the digital insurance distribution together with Chinese powerhouse of Tencent (among the backers of Chinese Internet insurer Zhong An Online Property and Casualty Insurance and also invested in online insurer HeTai Life) and hedge fund Hillhouse Capital, headed by billionaire Zhang Lei. Aviva and Hillhouse will each hold 40 percent of JV and Tencent will own 20%. The ingredients are certainly all appear to be there (see table below) for Hong Kong to play a major role in upcoming digital transformation of regional insurance sector. It will likely take few forward-leaning insurers together with impactful startups to start creating the step-change and position Hong Kong among the regional InsurTech leaders. V. 1.HK-Feb-2017 Please send questions / feedback to team@insurtechasia.org | Page 6 REGULATORY Overview | in collaboration with Baker & McKenzie What are the attitude and policy views of the local regulator in relation to InsurTech? The regulators have been positive and encourage InsurTech innovation in the following ways: - Funding. The Hong Kong government has made available an Enterprise Support Scheme under the Innovation and Technology Fund to encourage private sector investment in research and development activities. Funding up to HK$10 million for each approved project would be provided on a matching basis, with no requirement for recoupment of the approved grant. Together with other similar funding schemes by the government, a pool of about HK$5 billion is available for ventures and research projects in various technology areas including InsurTech. - Support. The OCI, the HKMA and the SFC have set up dedicated InsurTech platforms to help enhance communication between regulators and the InsurTech community. Such platforms handle inquiries from the industry and provide information on related regulatory requirements to companies engaging in financial innovation. The platforms will also keep track of the latest development in the market through their exchange with the industry. - Policy views. The Hong Kong government has indicated that, in developing InsurTech, it will uphold the “technology neutrality” principle and at the same time attach importance to investor protection. The government will help ensure that there is an appropriate balance between market innovation and investors’ understanding and tolerance of risks. The government also indicated that the existing regulations are adequate to handle the challenges from the growing InsurTech sector in Hong Kong. - Developing expertise. The HKFI has recently set up a Task Force on Financial Technology Hub. It is exploring how to work with the government to promote innovation in the insurance industry, including attracting capital and talent. - Sandbox. Both the SFC and Office of Insurance Commissioner allow brokers and insurance companies to explore and experiment on new fintech policies, according to the secretary for financial services and the treasury Chan Ka-keung. They just don’t call these measures a sandbox. The two regulators have done their duty to promote fintech but they didn’t announce it in public. V. 1.HK-Feb-2017 Please send questions / feedback to team@insurtechasia.org | Page 7 Regulators The Office of the Commissioner of Insurance (OCI) is Hong Kong’s insurance regulator overseeing the financial conditions and operations of authorized insurers. There are also three self-regulatory bodies overseeing the activities of insurance intermediaries, namely the Hong Kong Federation of Insurers (HKFI) in relation to insurance agents and agencies; the Hong Kong Confederation of Insurance Brokers (HKCIB) and Professional Insurance Brokers Association (PIBA) in relation to insurance brokers. The Hong Kong Monetary Authority (HKMA) is the banking regulator overseeing institutions such as banks and deposit-taking companies. The Securities and Futures Commission of Hong Kong (SFC) is the regulator regulating intermediaries such as brokers, investment advisers and fund managers in the securities and futures sectors. The SFC also regulates certain investment products and other listing matters. The Office of the Privacy Commissioner for Personal Data (PCPD) is the regulator overseeing data privacy matters and enforcing the Personal Data (Privacy) Ordinance (Cap. 486). The Intellectual Property Department (IPD) is the government department that administers the intellectual property regime. InsurTech Liaison Team The Office of the Commissioner of Insurance has established a InsurTech Liaison Team to enhance the communication with business involved in the development and application of financial technology (Fintech) in Hong Kong. The Liaison Team facilitates the Fintech/InsurTech community’s understanding of the current regulatory regime and act as a platform for exchanging ideas of innovative InsurTech initiatives among key stakeholders. InvestHK Invest Hong Kong is the department of the Hong Kong Special Administrative Region Government established in July 2000 to attract foreign direct investment and support overseas and Mainland businesses to set up or expand in Hong Kong. It provides free advice and customised services to help businesses succeed in Hong Kong’s vibrant economy.
