  3. 3. Mobile content is at an early stage <ul><li>The evolution of mobile is from voice to multimedia. However, the mobile content market is in the early stages of development </li></ul><ul><li>Current market characteristics: </li></ul><ul><ul><li>Limited number of minors own a high-spec mobile handsets (for example 3G) to play back all content services (e.g. video streaming) </li></ul></ul><ul><ul><li>Mobile content offerings are relatively high priced </li></ul></ul><ul><ul><li>Access to the Internet from mobile is not as user friendly (e.g. smaller screens) as from PCs </li></ul></ul>

Mobile content is not unique <ul><li>Mobile operators accept public concerns and their responsibilities over the provision of adult content </li></ul><ul><li>Mobile content is not fundamentally different to content offered over other delivery channels </li></ul><ul><li>Mobile operators are already acting and taking a consistent approach with other industries in order to protect minors and other vulnerable groups </li></ul><ul><li>Cultural norms vary widely across Europe (and across the world) </li></ul>

All parties have a shared responsibility for educating users about available services and access controls </li></ul><ul><ul><ul><li>Industry </li></ul></ul></ul><ul><ul><ul><ul><li>Mobile operators </li></ul></ul></ul></ul><ul><ul><ul><ul><li>Content providers </li></ul></ul></ul></ul><ul><ul><ul><li>Global, regional and national authorities </li></ul></ul></ul><ul><ul><ul><ul><li>Council of Europe </li></ul></ul></ul></ul><ul><ul><ul><ul><li>European Commission, FCC, etc… </li></ul></ul></ul></ul><ul><ul><ul><ul><li>National Governments and Regulators </li></ul></ul></ul></ul><ul><ul><ul><li>Society </li></ul></ul></ul><ul><ul><ul><ul><li>Parents </li></ul></ul></ul></ul><ul><ul><ul><ul><li>Educators </li></ul></ul></ul></ul><ul><ul><ul><ul><li>NGOs </li></ul></ul></ul></ul>

Proactive steps by mobile operators <ul><li>Some of the industry’s current activities include: </li></ul><ul><ul><li>National self-regulatory initiatives (e.g UK, Ireland, Italy, Germany and Spain) </li></ul></ul><ul><ul><li>Co-operation with international technical bodies (e.g OMA) </li></ul></ul><ul><ul><li>Both the European group of the GSM Association and the GSM Association globally are working on the development of “best practice” models and awareness raising campaigns within their membership </li></ul></ul>

GSMA supports self regulation <ul><li>Self-regulation is the most effective option and is achievable </li></ul><ul><li>Regulators should work in partnership with the mobile industry to protect minors without constraining market development and innovation </li></ul><ul><li>Policies need to respect cultural and legal differences between countries </li></ul><ul><li>The issues are not unique to mobile. Therefore, mobile content restriction policies must be consistent with other media content policies </li></ul><ul><li>Commercial content is different to peer-to-peer and user generated content </li></ul>

Conclusions <ul><li>Mobile operators are sensitive to the current concerns and accept their shared responsibility </li></ul><ul><li>Industry is already fighting illegal content and supports national approaches to take down illegal content </li></ul><ul><li>Mobile content is very often not new content. Our response must recognise existing standards and reflect established age restrictions, where practical </li></ul><ul><li>Mobile operators welcome initiatives such as the Safer Internet Programme </li></ul>
