Dr Gareth Jones of LUX-TSI presented a talk on ENEC+ for LED Lighting at Lighting Fixture Design Conference June 2014. ENEC and ENEC+ are becoming marks associated with high quality performance and safety for LED Lighting products similar to the Energy Star mark in North America.
3. Market Mandatory Compliance
• What do we need to sell lighting products in Europe?
• The CE marking symbolises the conformity of the product with
the applicable Community requirements imposed on the
manufacturer.
• The CE marking affixed to products is a declaration by the
person responsible that:
the product conforms to all applicable Community provisions, and
the appropriate conformity assessment procedures have been
completed.

5. Market Surveillance
The European Commission proposed on 13 February 2013 to improve
product safety in the EU by strengthening market surveillance in the
Member States.
Market Surveillance Minions are expensive and at a time when EU
finances are in poor shape proposals are not easily translated into
action within each member state
8. Established in 1998 as a not-for-profit
membership association under French law.
To provide a legal entity for the operations of
the European certification schemes

ENEC today is the high quality voluntary
pan-European mark for electrical products
that demonstrates compliance to
European EN safety standards

ENEC Mark
12. 12
Independent testing and certification based on European
Safety Standards via accredited testing laboratories
Supports and Strengthens CE marking Declaration of
Conformity
Provides ongoing product and production
monitoring thus overcoming lack of market
surveillance activities
High quality demonstration of compliance through
discriminating product safety marking
Provides access to other European and International
marks such as IECEE CB scheme testing
The importance of voluntary
certification and marking
13. 13
One high quality mark recognised
throughout Europe
With identification of the issuing Certification
Body (CB)
Including national differences, if any
Issued by European Certification Bodies
Open to Manufacturers world wide
Testing in Laboratories world wide,
under close control of the European
Certification Bodies
Certified products listed on freely available
website (similar to UL for US/Canada)

As an ISO 17065 Type-5 scheme, ENEC ensures
compliance for the lifetime of the certification and
includes
third party accredited testing
third party certification
annual factory inspection
ongoing monitoring of products and production
regular monitoring of the Mark in the market place
The same process as UL Listing for USA/Canada
ISO Type-5: full certification scheme
15. ENEC+
• Launched April 2014
• Lighting Europe and EEPCA joint activity
ensuring Lighting Market “buy-in”
• Initially covering LED Lighting Products
• Natural extension to ENEC covering
emerging performance standards
• To be eligible must already carry ENEC safety mark
(not necessarily through same CB)
• Based upon IEC/PAS standards at present which may
become EN standards eventually through CENELEC
16. ENEC+
• Will align with EU Ecodesign directive requirements
(e.g. 1194/2012 DIM2)
• Will align with other national regulatory bodies e.g.
Malaysia through IEC standards
• Aiming for future international harmonisation
• ENEC+ qualified testing laboratories allowed from
Europe only
• Allows inclusion of qualified manufacturer test labs
to submit data for ENEC+ to reduce costs
• Manufacturers can be anywhere
17. Benefits of ENEC+
• Backs up performance claims through independent
accredited certification and testing routes
(can be manufacturer)
• Allows fair comparison of performance against
other ENEC+ marked products
• Differentiates from non ENEC+ products
and can be argued as better than just CE marking
• Will allow for unified specifications for tender proposals
for large procurement activities e.g. streetlighting
• Valid for luminaires with traditional lightsources and will
be extended to other electrical products in the future

• EEPCA certification bodies and labs can
provide further information

documents available
23. Summing Up
• CE marking mandatory but open to abuse because of
self-certification and limited market surveillance
• ENEC (safety) and ENEC+(performance) provides key
advantages :
– Independent 3rd party certification
– Annual factory inspections
– Ongoing surveillance
– Products clearly marked and listed in open database
– Single mark across Europe
• Manufacturers can differentiate their product in terms
of safety and quality in a confused marketplace
