ILS offers a premier commercial launch vehicle using the Proton launcher, andprovides critical mission management and launch services important to the strategic security interest of bothcountries.ILS and Khrunichev have made significant contributions to the global economy and space industry byproviding timely and reliable access to space. The ILS-Khrunichev partnership has enabled companies around theworld to deploy new and innovative technologies in telecommunications. Today the ILS-Khrunichev partnershiphas yielded contracts for nearly 100 successful commercial Proton launches worth over $7.5 billion dollars.ILS is to be commended on its continued and critical working relationships with the Department ofState allowing for secure export of commercial satellites and technology to the Russian launch base. ILS’mission management has led to the launch of nearly 60 U.S.-manufactured satellites over the last 20 years. In conducting almost 100 Protonlaunches for companies and agencies around the world, ILS and Khrunichev have facilitated economic growth and ahigher standard of living for billions of people.I am particularly proud of the role that Fairfax County has played in the success of the joint venture. ILS is based inFairfax County and has been able to tap the well-educated and technically skilled workforce that makes this one ofthe world’s best business locations. I was delighted to see that ILS was selected by Intelsat, the international satelliteservices firm that will relocate its U.S. headquarters to Fairfax County in 2014, for two future satellite launches.I am also proud that ILS is part of a growing cluster of aerospace-related assets in Fairfax County and theCommonwealth of Virginia. This cluster includes U.S. and international companies that produce rockets and theircomponents, develop commercial and government payloads, conduct and service the launches, and conductaerospace research and development. The cluster also includes government agencies that fund and conductaerospace research, and launch facilities. According to the Virginia Department of Aviation, these employers directlyand indirectly accounted for almost 29,000 jobs in Virginia in 2009 – and these are high-skill, high-payingtechnology jobs coveted by all states and locality.In 1958, Wernher von Braun said, "Dont tell me that man doesnt belong out there [in space]. Man belongs whereverhe wants to go – and hell do plenty well when he gets there." Your joint venture is an example of how wellhumankind can do when given the freedom to innovate and develop solutions.
