  1. 1. WORKSHOPELECTRONIC INVOICES, PHASE 3Open Meeting12 December 2011, Brussels WG 2: Electronic Invoice Processes in Europe and Enablement of SMEs to use them efficiently Jörg Walther, VDA 2005 CEN – all rights reserved  2011 CEN – all rights reserved 12/12/2011 1
  2. 2. Drivers for eInvoicing • > 90 % of all enterprises in the EU are SME • > 90 % of all employees in the EU are employed by SMEs • But: productivity is only 75..85% (average of all companies = 100%) and large companies have approx. 125% • Efficiency improvements create competitive advantages and electronic invoicing may be a viable tool Open Meeting, CEN WS eInvoices III Brussels 12 December 2011 2005 CEN – all rights reserved  2008 CEN – all rights reserved 10/01/2010The PotentialNo. of employees Industry No. of annually Potential savings issued (EUR) invoices per year5 Consulting 100 15005 Manufacturing 1000 800050 Engineering 1000 800050 Electronic 20 000 180 000200 Pharmaceuticals 40 000 320 000200 MRO Goods15 280 000 1 680 000 • Outbound: ~ 5.00 .. 15.00 EUR savings / invoice • Inbound: very dependent on the technology, up to 20.00 EUR • Source: http://ec.europa.eu/enterprise/sectors/ict/files/finalreport_en.pdf Open Meeting, CEN WS eInvoices III Brussels 12 December 2011 2005 CEN – all rights reserved  2008 CEN – all rights reserved 10/01/2010 2
  3. 3. Where is the Problem for SMEs?• Initial investment and achievable gains do not seem to match – many companies do not see the ROI • Not enough documents exchanged electronically • A considerable number of documents remain paper based - two archiving methods needed• Resources and capacity: specialised knowledge may be required and not so easy to obtain• Behavioural aspects – changes need energy Open Meeting, CEN WS eInvoices III Brussels 12 December 2011 2005 CEN – all rights reserved  2008 CEN – all rights reserved 10/01/2010How to get started?• From the SME perspective, sending and receiving electronic invoices as PDF or similar formats seems to be no problem• However: • In various European countries this is still not possible due to the legal environment (to change latest by 1.1.2013 according to EC directive 2010/45) • What archiving solution is appropriate, affordable and manageable in an SME’s environment? • Proof of authenticity and integrity – is there really no difference between paper and eInvoices? 5. 5. Conclusion so far• The advantages of eInvoicing may not be self- evident to SMEs.• Their preferred way of starting eInvoicing may not be accepted by their large customers.• The multitude of standards for structured data exchange does not make it easier for them to start.• However: also here, long distances can be covered by small, consecutive steps. Open Meeting, CEN WS eInvoices III Brussels 12 December 2011 2005 CEN – all rights reserved  2008 CEN – all rights reserved 10/01/2010CWA of WG2• CWA of WG2 addresses all variants of invoicing scenarios of the eInvoicing landscape.• Focus on best practice recommendations to manage the change with least effort and disturbances• Manage a smooth transition from paper based to electronic processes while keeping established and proven business processes and controls (link to WG1).• Create awareness for the special requirements of eInvoicing to meet compliance requirements.• Recommendation: off-the-shelf eInvoicing modules in standard software used by SMEs Open Meeting, CEN WS eInvoices III Brussels 12 December 2011 2005 CEN – all rights reserved  2008 CEN – all rights reserved 10/01/2010 5
  6. 6. Facilitators to help SMEsTask: strengthen tangible and intangible gains for SMEs!• Political environment: consequent implementation of directive 2010/45 in all Member States and concise implementation guidelines• Large Business Partners: • Develop incentives for SMEs to use eInvoicing (such as quicker payment) • Develop specific, simplified eInvoicing solutions for SMEs • Harmonise eInvoicing standards • Accept interoperable services from various qualified service providers• Service providers: develop transparent and interoperable services (link to WG 3)• Software vendors: develop structured data e-Invoice modules, which are as easy to use as PDF is now Open Meeting, CEN WS eInvoices III Brussels 12 December 2011 2005 CEN – all rights reserved  2008 CEN – all rights reserved 10/01/2010Facilitators to help SMEs Political Large Business Environment Partners eInvoicing SME Service Providers Software Vendors 2005 CEN – all rights reserved  2008 CEN – all rights reserved 10/01/2010 6
