New Delhi: Prime Min-
ister Narendra Modi on
Saturday appreciated
the efforts of the Cen-
tre, state and local au-
thorities in containing
the COVID-19 situation
in Delhi and directed
that similar approach
be replicated in check-
ing the pandemic in the
entire NCR area.
Modi also directed
that real-time national
level monitoring and
guidance should be pro-
vided to all affected
states and places with
high test positivity rate.
He made these re-
marks at a meeting to
take stock of the COV-
ID-19 situation in vari-
ous parts of the country
and the preparedness
of various states, a
statement from the
Prime Minister's Office
said. The prime minis-
ter reiterated the need
to observe personal hy-
giene and social disci-
pline in public places.
Modi said the aware-
nessaboutthepandemic
should be disseminated
widely and a continuous
emphasis on preventing
the spread of the infec-
tion should be laid.
He said there is no
room for any compla-
cency in this regard, ac-
cordingtothestatement.
"The prime minister ap-
preciated the concerted
efforts of the Centre,
state and local authori-
ties in containing the
pandemic situation in
Delhi," the statement
said. "He further direct-
ed that a similar ap-
proach should be adopt-
ed with other state gov-
ernments in containing
the COVID-19 pandemic
in the entire NCR area,"

capital will be cancelled

lockdown, Delhi deputy
CM Manish Sisodia
said. This will apply to
Delhi state universities

New York: Surgeons led

performed a double-lung
transplant on a second
patient whose lungs were
damaged by COVID-19,
within a month after the
same team conducted
what is believed to have
been the first such surgery
in the US. The patient, an
Illinois man in his 60s,
spent 100 days on ECMO.

New Delhi: With the easing
of lockdown restrictions,
the Indian economy is
showing signs of going
back to normalcy, Reserve
Bank of India (RBI) Gover-
nor Shaktikanta Das said
on Saturday. Delivering the
keynote address at the 7th
SBI Banking & Econom-
ics Conclave, Das said the
central bank was prioritis-
ing on both growth and
financial stability, and has
taken several measures to
protect the financial system
and support the economy
during the current crisis.
“The topmost prior-
ity for the RBI is growth;
financial stability is equally
important,” Das said. “The
RBI has taken several
measures to protect our
financial system, and sup-
port the economy in the
current crisis.”
The Indian economy
has started showing signs
of going back to normalcy
after the easing of restric-
tions. Building buffers and
raising capital is crucial to
ensure credit flows, he said.

lot camp really suc-
ceeds in managing
atleast 30 Congress
MLAs, then, if re-
quired BJP may like
to extend its ‘moral
support’ to Pilot
camp’s move to re-
duce Gehlot govern-
ment to a minority,
followed by a BJP
government in Ra-
jasthan, may be after
a small stint of Pres-
ident rule. So at the
moment, no major
break-up is expected in
Rajasthan Congress,
because still Pilot does
not appear to have ‘ad-

Jaipur: The excise de-
partment has been suc-
cessful in curbing the
illegal liquor and over-
pricing mafia up to an
extent so much so that
the Finance depart-
ment has asked it to
continue its special op-
eration. Although the
excise department has
failed to break the nex-
us of old liquor contrac-
tors in Jaipur. During
its special drive against
illegal liquor, the de-
partment between
March 25 and July 6
conducted 35089 raids
and registered 3625 cas-
es. It arrested 1078 per-
sons while registering
460 cases of overpricing
selling.
The liquor mafia has
been using Shahjahan-
pur-Jaipur-Udaipur as
a transit route for its il-
legal supply to Gujarat.
ACS (Finance) Niran-
jan Arya and FSR Dr
Prithvi decided to break
this nexus. A special op-
eration was started
while BC Mallik was
the Excise Commission-
er which has now been
joined by Dr Jogaram.
The operation has been

Baran: In an unfortu-
nate incident a preg-
nant woman died at the
Chaar Murti crossing
while bystanders stood
as mute spectators. The
deceased lady Sita bai
was travelling to Sagar
district in Madhya
Pradesh with her hus-
band, young daughter,
and sister from Jhunj-
hunu where the couple
worked as masons. Re-
portedly the bus driver
was driving at high
speed on a road full of
potholes which created
a painful situation for
the pregnant woman.
The pregnant lady cried
out to the driver to drive
slowly but it fell on his
deaf ears. Finally, the
driver dropped them at
Chaar Muri crossing in
Baran.
The woman was in
pain and was crying out
loud but nobody came
to her help. Her hus-
band somehow man-
aged to take the woman
to the district hospital
in an auto-rickshaw
where she was declared
dead. The family mi-
grating to their native
village in Sagar district
due to lockdown didn’t
have any money to take
the dead body to the vil-
lage. Later local TV ac-
tor Sanjay Govinda,
Mohd Tabrez, DTO In-
spector Yogesh Mala-
wat helped them with
money to hire a taxi to
take the dead body and
family home.

junior clerk of the
building construction
section of the munici-
pal corporation accept-
ing a bribe. Junior clerk
Naurang Lal was
caught red-handed ac-
cepting Rs 5000 for

in Jaipur. The Jaipur
Development Authori-
ty has allotted her a 220
sq yard plot near Chi-
trakoot Stadium under
sports quota. JDA had
started the process of
giving her the posses-
sion after the plot was
approved at the govern-
ment level. Poonia was
allotted a plot in Chi-
trakoot scheme in 2011
but the allotted 252 sq
yard plot wasn’t a cor-
ner plot as desired by
her. JDA has released
the allotment letter for
the plot.

of DRI in a major action
raided 3 premises in Bi-
kaner and one in Jaipur
and unravelled evasion
of customs duty of Rs 4
crore in the import of
salt used in the poppa-
dom industry. After the
Pulwama attack, all the
trade relations between
India and Pakistan have
seized as most of the
items now attract a duty
of 200%. So the poppa-
dom industry of Bikan-
er has been getting the
required Pakistani salt
via Afghanistan where
the duty is only 15%.
Instances of Paki-
stani salt being import-
ed in the garb of Sodi-
um Bicarbonate has

DRI. Sodium Bicarbo-
nate attracts a customs
duty of only 7.5%. The
documents confiscated
during the Saturday
raid will further facili-

sures in the case.
Eight member DRI

and has seized docu-
ments from three main
businessmen. The busi-
nessmen deposited Rs 1
crore customs duty to
the raiding teams. This

a cottage industry in
Bikaner and is sup-
plied across the nation
with two or three big
brands involved in the
business.
DRI unearths duty evasion of

Jalore: A couple reportedly
in love committed suicide by
hanging themselves from a
tree on a farm outside
their village. Police said
that 28-year-old Narpat Ku-
mar Bheel and 17-year-old
Jeka Bheel, both residents
of Komta village, were re-
portedly in a love relation-
ship. On Friday night both
came out of their houses
and hanged themselves
from a tree in a farm out-
side the village using the
rope from a nearby cot.
The villagers came to
know of the incident on
Saturday morning.

booked for woman-
daughter murder
Dungarpur: The Sadar
Police station has arrest-
ed five persons including
an ex sarpanch and his
son in connection with the
murder of a woman and
her ten-month-old daugh-
ter. The dead bodies of the
mother Maya and daugh-
ter were found on July 5 at
different locations. The
dead body of the mother
was identified on the same
day but the dead body of
the baby remained uni-
dentified. The police came
to know of an illicit rela-
tionship between ex sar-
panch Babulal and de-
ceased Maya. The baby
was the result of the il-
licit relationship and
Maya was constantly put-
ting pressure on Babulal
for marriage. Babulal
called her with the baby
on July 5 at his hotel
where he along with son
Sunil, brother Omprakash
and others murdered the
mother and daughter and
disposed of the bodies at
different locations.

Pratapgarh: Police have ar-
rested a person for threaten-
ing local MLA Ram Lal with
life on social media. SP Kav-
endra Singh Sagar working
on the inputs ordered the
arrest of Partapur resident
Brajesh Joshi for threaten-
ing the MLA. Brajesh on the
other hand said that he had
simply shared a post by one
of his friends.
Father beats son to death
with sticks in Suratgarh
Suratgarh: A father killed
his son beating him with
sticks in the Tilaniyan Der
village while he was asleep.
Son Nandu succumbed to
the injuries inflicted by fa-
ther Kashiram on the spot.
Police said that the father
and son used to quarrel
over Kashiram’s wife and
Nandu’s mother. Nandu
had shifted to a place in Ti-
laniyan Der due to this
constant nagging. The ac-
cused absconded after kill-
ing his son.

state,” he said.
Gehlot stressed that
the state government
is committed to keep-
ing the death rate due
to Covid at its mini-
mum. He directed of-
ficials to increase co-
rona testing and focus
on asymptomatic pa-
tients. During the
meeting, Principal
Secretary, Medical and
Health department
Akhil Arora informed
that after initial suc-
cess in plasma therapy
treatment, the therapy
can now be provided
in twenty four medical
institutions. He fur-
ther informed that
since the testing num-
bers have increased
over the past few days,
hence the number of
positives have also in-
creased.

ter Dr Raghu Sharma
has strongly advocated
one child policy. Ad-
dressing a programme
by the health depart-
ment on the World Pop-
ulation Day, he said
that earlier the slogan
was “Hum do Hamare
do” should now be
changed to “Hum do
Hamare ek”.
The health minister
lamented that growing
population has over-
shadowed progress
made by the country.
“Development is not
visible because of pop-
ulation growth. If it
continues to grow like
this then life will be
tough for future gen-
eration. We won’t be
able to leave any re-
sources for them,” he
said while blaming ris-
ing population for food,
drinking water and
housing shortage.
According to him,
Rajasthan’s fertility
rate of 2.5 is higher
than the national aver-
age of 2.2. People
should be aware of
need to control popula-
tion.
World Population
Day started in 1989.
The health depart-
ment had organised
this programme to re-
ward districts who
have done exception-
ally well in population
control. Jhalawar re-
ceived firs prize of Rs
15 lakh, Ajmer was
second and Bhilwara
came third. Fourth,
fifth and sixth place
went to Hanuman-
garh, Ganganagar and
Kota, respectively.
Panchayat samitis
and panchayats also re-
ceived reward. Howev-
er, during the pro-
gramme, the Sharma
expressed annoyance
over presence of hus-
bands instead of wom-
en sarpanches. He
asked why the sar-
panches were not pre-
sent in the programme.
He congratulated
health officials for pop-
ulation control efforts.
The health department
has also launched fort-
night campaign for
population stagnation.
During the pro-
gramme, Dr Sharma
also spoke about gov-
ernment efforts to deal
with corona problem.
He said that cases have
been increasing and
COVID 19 continues to
pose challenge as daily
500 to 700 patients are
detected. Though, he
cited more tests as the
reason for it.

lockdown.
Besides, they have
been asked to identify
cases in which court
had given ruling or
stay that might affect
revenue of the state
government. Also, se-
lect cases where high
court’s stay order has
affected promotion of
officials and employ-
ees. Land acquisition
matters, which have
been affecting state
level projects, should
also be shortlisted.
The departments
have been asked point
wise detail of these ma-
ter, which will be com-
piled by planning de-
partment to submit to
the CS and the CM.

BREAK CHAIN TO
CONTAIN COVID
ovid-19 cases are rising rapidly,
touching a new high every day. In
early March, India was reporting
two to three cases daily. Three
months later 27,114 cases were reg-
istered in 24 hours, the highest daily spike yet,
pushing the total beyond 8 lakh. The only con-
solation is the recovery of 516,338 patients.
The other reason for optimism is 22,153 deaths
in India are the lowest among countries like
the US, Brazil, the UK, Italy, and Spain.
The gravity of the situation led Prime Min-
ister Narendra Modi to chair a high-level re-
view meeting attended by Home Minister
Amit Shah, Health Minister Harsh Vardhan,
and others. Preparedness of every state,
many of whom are re-imposing lockdowns
and the overall situation in the country was
taken stock of. Modi stressed on “continued
emphasis on preventing the spread of infec-
tion”. He specially mentioned Delhi where
Centre, State, and local authorities came to-
gether to contain the pandemic. Without
mentioning Uttar Pradesh and Haryana,
Modi wanted “other states” to adopt a similar
approach to contain the pandemic in the en-
tire NCR region.
When it comes to preventing the virus from
spreading, it is Mumbai’s Dharavi slum
which stands out. The slum reported a single-
digit increase in cases on Tuesday, Wednes-
day, and Thursday before recording 12 new
cases on Friday. At one point Dharavi was
being described as a potential Covid-19 bomb.
The WHO president Tedros Adhanom Ghe-
breyesus cited the slum as an example of how
an intense Covid-19 outbreak “can still be
brought back under control”.
But Dharavi found no mention in PM’s re-
view meeting because Maharashtra, where
Mumbai alone has over 90,000 cases, along
with Tamil Nadu and Karnataka are major
contributors to India’s growing Covid-19
tally. Uttar Pradesh, Gujarat, and West Ben-
gal are fast catching up. City after city is clos-
ing down --- Pune, Chennai, and Bengaluru
being some. In UP, where a lockdown is in
place for the weekend, is mulling another
round of lockdown.
Prime minister’s concerns for breaking the
pandemic’s spread can be best understood
from what the Reserve Bank of India Gover-
nor Shaktikanta Das said that the Covid-19 is
the worst health and economic crisis in 100
years “with unprecedented negative conse-
quencesforoutput,jobs,andwell-being”.“The
pandemic, perhaps,” he said, “represents so
far the biggest test of robustness and resil-
ience of our economic and financial system.”
The stark picture painted by Das requires
urgent steps else we will soon have an un-
manageable crisis. The governments have to
scale up testing and not conceal numbers of
those infected. Being in denial will only make
matters worse. The people have a bigger role
to play in breaking the pandemic chain to
control the virus. Scores of people who can
be seen moving around without masks and
flouting social distancing norms don’t realise
the hazard they pose.

he news that
the United
States has
bought the glob-
al supply of
remdesivir – a drug that
can treat Covid-19 – has
rightly been criticised as
“treatment nationalism”.
But the US is not the only
country acting selfishly.
The United Kingdom re-
cently banned the export
of dexamethasone – the
only drug proven to reduce
deaths in people severely
ill with Covid-19.
Treatment nationalism
is not a new phenomenon.
During the 2009 swine flu
pandemic, wealthy coun-
tries dominated the pro-
curement of the swine flu
vaccine. Developing coun-
tries only got access to the
vaccine much later on in
the pandemic – when the
vaccine would have been
less effective – and in much
smaller doses.
This is poor public
health and it is poor multi-
lateralism. It is morally
wrong to think that some-
one has a stronger claim to
a vaccine because they live
in a rich country.
CAN IT BE
PREVENTED?
There is a range of meas-
ures governments could
take to dominate the sup-
ply of a drug or vaccine
during a pandemic. The
first is simple market dom-
ination. This is the case
with remdesivir and the
United States. Because of
intellectual property
rights, remdesivir can only
be manufactured by Gile-
ad, an American company.
And the US has contracted
with Gilead to purchase
nearly all of its supply. So
far, so free market.
However, there are some
options to overcome this.
Patents can, and should, be
circumvented during a
pandemic. Tools like com-
pulsory licencing can give
permission to generic drug
manufacturers to make a
patented drug. Providing
generic manufacturers can
access the raw ingredients
contained within remdesi-
vir they can easily manu-
facture and licence a ge-
neric version of the drug.
They can do so for signifi-
cantly less than the
US$2,340 Gilead is charg-
ing for each patient.
There are other legal op-
tions in the area of “treat-
ment nationalism”, too.
The UK has placed dexa-
methasone on its export
ban list, meaning that any
drug wholesaler attempt-
ing to export this drug to
other countries could lose
their licence.
Other options could in-
cludegovernmentindemni-
fication of drug or vaccine
manufacturers for failure
to perform contractual ob-
ligations, so that even if the
manufacturer has contract-
ed to supply drugs or vac-
cinestoothercountries,the
government will prevent
them from being sued for
breach of contract if they
fail to fulfil the order.
A more extreme meas-
ure would be compulsory
requisition of drugs or
vaccines that are due to be
exported to another coun-
try. In the UK, the Civil
Contingencies Act 2004
makes provision that a
“senior Minister of the
Crown” may make emer-
gency regulations, includ-
ing confiscating private
property with or without
compensation.
While we have not seen
this in a pandemic, there is
an established history of
private assets and land be-
ing seized in an emergency,
includingintheUK.Ithasn’t
happened yet, but it could.

police officer paid no need.
Floyd said “Momma, I love

them. I am dead”. Accord-

one point, Floyd insisted
that they were going to kill

which given my general appraisement in rational terms of the character of

Today I am writing with a self-seeking purpose, actually for my eldest
son Dhruva. He works at present as Professor in the Institute of Mass
Communications in Delhi. He is not very happy there, because he feels he
has little opportunity to do artistic work there, being burdened with routine
work. So he has applied for the post of lecturer in photography at the
Evelyn Home College of Commerce and Applied Arts at Lusaka under the
Dept. of Education and Vocational Training of the Govt. of Zambia. He has
given as reference a Zambian and Mr. Ashok Mitra (formerly my own if
you could offer yourself as reference. As his application has been sent off,
and I came to know about it only yesterday, I thought I might ask you to
write to the College, and if possible recommend him. I shall also be greatly
obliged if you could use whatever influence you have there. I assure you
that I shall ask nothing from you than what you think of his qualifications.
He nothing from you than what you think of his qualification. He will have
to justify his selection by his own work. Please let me know what you can

New Delhi: In a bid to
provide additional
healthcare facilities to
Delhi-NCR residents to
combat coronavirus,
Northern Railways will
provide 503 isolation
coaches to be used as
COVID-19 wards.
These isolation
coaches, which will
have around 8,048 beds,
will be parked at nine
different stations of the
national capital. “In
view of providing addi-
tional healthcare facil-
ity to people of Delhi-
NCR, Northern Rail-
ways on demand of
state govt is providing
503 isolation coaches
equivalent to 8,048 beds
as #COVID Care Cent-
ers at 9 different sta-
tions of Delhi,” North-
ern Railway said in a
statement.
According to the Un-
ion Health Ministry, the
national capital so far
has recorded as many
as 10,7051 cases of COV-
ID-19. Out of the total,

SPICEJET TO OPERATE FLIGHTS
TO UAE FROM JULY 12-26
New Delhi: SpiceJet said on Saturday it will
operate flights from four Indian cities to Ras Al
Khaimah in the UAE between July 12 and July
26 for eligible “ICA-approved UAE residents”.
The ICA stands for the UAE’s Federal Authority
for Identity and Citizenship. A passenger hav-
ing a valid residency permit of the UAE needs
to take ICA approval before taking any flight to
enter that country. In a press statement, the
airline said it will operate flights from Delhi,
Mumbai, Kozhikode and Kochi to the UAE.

Gurugram: Union
transport minister Ni-
tin Gadkari will lay the
foundation stone of Pa-
taudi-Rewari National
Highway on July 14. The
project would also in-
clude the construction
of the 7km-long Pataudi
bypass, which is likely
to reduce congestion in
Pataudi town. The 46-
km long Pataudi-Rewari
National Highway will
cost Rs1,500 crore, said
Gurugram MP and un-
ion minister of state
Rao Inderjit Singh.
Singh said that this
project had been stuck
for a long time due to
land acquisition issues
but all these obstacles
have been overcome and
land needed for the road
has been acquired, thus
making it possible for
the work to start. “This
road project will greatly
improve the connectivi-
ty between Gurugram
and Rewari and make
commuting easier,” he
said. The 46km road
will have two flyovers,
one overbridge and
three interchange con-
nections, allowing peo-
ple to leave the road,
said officials. Singh
also said that project
will also include the
construction of a Pa-
taudi bypass road,
which has been a long-
pending demand. “The
7km- long Pataudi By-
pass will ensure that
traffic jams and conges-
tion, which occurred
daily in the township,
will not happen any-
more,” said Singh.
The early construc-
tion of this project was
on highly demanded.

has withdrawn job of-
fers for around 180
trainee cabin crew
members amid the eco-
nomic slowdown in the
aviation sector due to
the coronavirus pan-
demic, said airline offi-
cials on Saturday.
"The airline has tak-
en a decision to with-
draw job offers for
about 180 trainees who
were to join as cabin
crew after completing
their training as the
aviation sector has been
hit hard due to the coro-
navirus pandemic,"
said an airline official.
In a letter sent to one
such trainee cabin crew
member on July 6, the
airline said, "In view of
the current aviation
scenario, it would not
be possible for Air India
to impart any further
training to you for en-
gaging your services."
The letter also said,
"In view of above rea-
sons, which are beyond
the control of the com-
pany, it has been decid-
ed to discontinue your
training arrangement
and dispense with the
offer of engagement
with immediate effect."
It further said the
bank guarantees fur-
nished by the individu-
al trainees at the time
of joining were being
returned. An Air India
spokesperson said these
are internal issues on
which the airline would
not like to comment.

mitigate the haze re-

exams for the last four
days has written a letter
to central HRD Minis-
ter Ramesh Pokhriyal.
Higher education
minister Bhanwar Sin-
gh Bhati, in this letter,
has expressed its ina-
bility to conduct the
university exams in
the state.
Bhati has enumerat-
ed eight points in his
letter in support of his
contention to cancel the
exams. Bhati has also

students enrolled in
universities of the state

states and it will be dif-
ficult for them to travel
to Rajasthan to write

in Rajasthan snow-
balled into a major
storm as on Saturday,
Rajasthan Chief Minis-
ter Ashok Gehlot and a
number of his MLAs ac-
cused the BJP of con-
spiringtotopplethegov-
ernment in the state, a
charge which was de-
nied by the opposition
party that blamed “in-
fighting” within the rul-
ing Congress for the cur-
rent situation.
Meanwhile, on Sat-
urday, the SOG issued
notices to CM Gehlot
and Deputy Chief
Minister Sachin Pilot
to record their state-
ment in connection
with the alleged at-
tempts to topple their
government. A simi-
lar notice has also
been sent to Chief
Whip Mahesh Joshi to
record his statement.
Moreover, the investi-
gating agency also
nabbed two men identi-
fied as Ashok Singh and
Bharat Malani in the
connect. They were sent
on two-day remand after
being presented before a
judge.
The move came after
the SOG on Friday reg-
istered an FIR against
two people, who have
been detained for their
alleged involvement in
horse trading of Con-
gress MLAs for toppling
the Ashok Gehlot gov-
ernment. Sources said
that nearly a dozen
MLAs and others may
also be issued notices
soon.
In the afternoon,
Gehlot held a press
conference and al-
leged that amid the
coronavirus pandem-
ic, BJP leaders have
“gone beyond human-
ity” and are engaged
in toppling his gov-
ernment, however, he
exuded confidence
that the Congress dis-
pensation will com-
plete its five-year
term.
“The government in
Rajasthan is stable, will
remain stable and will
last five years,” Gehlot
said, and alleged that

cuting the agenda of
their party’s central

BJP a befitting reply at
the right time,” he said.
Praising his govern-
ment’s efforts in com-
bating Corona, Gehlot
said, “we tried to take
them (BJP) in confi-
dence in fight against
Corona, we met them
and they kept on pass-
ing comments on us but
we never took it against
us. We wanted to take
everyone along in this
fight, but they do not get
this. I have seen BJP
leaders, they were not
like this during Vajpay-
ee ji’s time, but from
2014 onwards, they are
full of ego. They are try-
ing to murder the de-
mocracy. They are en-
grossed in buying off
legislators to bring a
government in minori-
ty.”
He said that BJP lead-
ers have “crossed the
limit of shamelessness”
and were doing politics
like “bakra-mandi”
(goat-market).
AICC General Secre-
tary and Rajasthan In-
charge Avinash Pande
also hit out at the saf-
fron party and said,
“We’ve witnessed BJP’s
conspiracies to de-
throne government in
MP, Gujarat and Karna-
taka. Rajasthan Con-
gress MLAs and Inde-
pendents supporting
Congress are being
lured in an attempt to
destabilise a democrati-
cally elected govern-
ment. Morals and ethics
are being distorted to
gain power.”

Mahesh Joshi accused
the Bharatiya Janata
Party (BJP) of its al-
leged involvement in
horse-trading of
MLAs and added that
the “investigation
will unearth the
truth. BJP is terrified
due to investigation,
they are involved in
horse-trading as seen in
Maharashtra, Karnata-
ka, Madhya Pradesh
and Gujarat. They tried
in Rajasthan too but
faced the dust. The in-

Prior to the Saturday’s
‘upheaval’, on Friday
night, over 20 Congress
MLAs issued a joint
statement alleging that
BJP was trying to topple
the Congress govern-
ment in the state by
“luring” legislators.
They also alleged that
the top leadership of the
saffron party was in-
volved in the “conspira-
cy”, while insisting that
notemptationcanshake
their integrity. Mean-
while, Deputy Chief
Whip Mahendra Chaud-
hary said there is no in-
fightingintheCongress.
“The BJP is behind the
conspiracy of toppling
the state government
and they have been ex-
posed,” he said.
On Saturday however,
the BJP rejected the al-
legations saying what-
ever is going on with
Congress is the result of
infighting between the
Chief Minister and his
deputy.
The party’s state pres-
ident Satish Poonia
said, “The BJP has noth-
ing to do with all these
allegations. During the
Rajya Sabha elections
also, they had levelled
such allegations which
are baseless.The Con-
gress government has
failed to deliver and
could not manage the
COVID-19 crisis proper-
ly. Which is why the
state government is just
trying to divert public
attention.”
The party also hit
out at the Chief Min-
ister over the case reg-
istered by police’s spe-
cial operations group
(SOG) saying he
should utilise agen-
cies like SOG and ACB
for crime control “in-
stead of threatening”
MLAs and political
parties.
“The Chief Minister
did not talk logically in
his press conference. It
is their own infighting
but he wants to blame
BJP. He is a veteran
leader of the Congress
and his pain is justified
because the Congress
has shrunk in the coun-
try,” said BJP’s state
president Satish Poonia.
Meanwhile, Ka-
taria, who is in
Udaipur, challenged
the Chief Minister to
prove the allegations
saying, “If they can
prove this, I will leave
politics.”

Modi also directed that real-time national level monitoring and guidance should be pro- vided to all affected states and places with high test positivity rate. He made these re- marks at a meeting to take stock of the COV- ID-19 situation in vari- ous parts of the country and the preparedness of various states, a statement from the Prime Minister's Office said. The prime minis- ter reiterated the need to observe personal hy- giene and social disci- pline in public places. Modi said the aware- nessaboutthepandemic should be disseminated widely and a continuous emphasis on preventing the spread of the infec- tion should be laid. Chief minister Arvind Kejriwal has written to the Centre, urging a similar move for central universities. During its special drive against illegal liquor, the de- partment between March 25 and July 6 conducted 35089 raids and registered 3625 cas- es. The woman was in pain and was crying out loud but nobody came to her help. Her hus- band somehow man- aged to take the woman to the district hospital in an auto-rickshaw where she was declared dead. The family mi- grating to their native village in Sagar district due to lockdown didn’t have any money to take the dead body to the vil- lage. First India Bureau Bikaner: The ACB on Saturday arrested the junior clerk of the building construction section of the munici- pal corporation accept- ing a bribe. On Friday night both came out of their houses and hanged themselves from a tree in a farm out- side the village using the rope from a nearby cot. The villagers came to know of the incident on Saturday morning. Ex-sarpanch among 5 booked for woman- daughter murder Dungarpur: The Sadar Police station has arrest- ed five persons including an ex sarpanch and his son in connection with the murder of a woman and her ten-month-old daugh- ter. The dead bodies of the mother Maya and daugh- ter were found on July 5 at different locations. The dead body of the mother was identified on the same day but the dead body of the baby remained uni- dentified. The police came to know of an illicit rela- tionship between ex sar- panch Babulal and de- ceased Maya. The baby was the result of the il- licit relationship and Maya was constantly put- ting pressure on Babulal for marriage. Babulal called her with the baby on July 5 at his hotel where he along with son Sunil, brother Omprakash and others murdered the mother and daughter and disposed of the bodies at different locations. Man held for threatening local MLA in Pratapgarh Pratapgarh: Police have ar- rested a person for threaten- ing local MLA Ram Lal with life on social media. SP Kav- endra Singh Sagar working on the inputs ordered the arrest of Partapur resident Brajesh Joshi for threaten- ing the MLA. Father beats son to death with sticks in Suratgarh Suratgarh: A father killed his son beating him with sticks in the Tilaniyan Der village while he was asleep. Son Nandu succumbed to the injuries inflicted by fa- ther Kashiram on the spot. Police said that the father and son used to quarrel over Kashiram’s wife and Nandu’s mother. Nandu had shifted to a place in Ti- laniyan Der due to this constant nagging. The ac- cused absconded after kill- ing his son. New Delhi: Prime Minister Narendra Modi will dictate the future course of border demarcation between India and China, BJP senior leader Om Prakash Mathur said on Saturday. In early March, India was reporting two to three cases daily. Three months later 27,114 cases were reg- istered in 24 hours, the highest daily spike yet, pushing the total beyond 8 lakh. The only con- solation is the recovery of 516,338 patients. The other reason for optimism is 22,153 deaths in India are the lowest among countries like the US, Brazil, the UK, Italy, and Spain. The gravity of the situation led Prime Min- ister Narendra Modi to chair a high-level re- view meeting attended by Home Minister Amit Shah, Health Minister Harsh Vardhan, and others. Preparedness of every state, many of whom are re-imposing lockdowns and the overall situation in the country was taken stock of. Modi stressed on “continued emphasis on preventing the spread of infec- tion”. He specially mentioned Delhi where Centre, State, and local authorities came to- gether to contain the pandemic. Without mentioning Uttar Pradesh and Haryana, Modi wanted “other states” to adopt a similar approach to contain the pandemic in the en- tire NCR region. When it comes to preventing the virus from spreading, it is Mumbai’s Dharavi slum which stands out. The slum reported a single- digit increase in cases on Tuesday, Wednes- day, and Thursday before recording 12 new cases on Friday. At one point Dharavi was being described as a potential Covid-19 bomb. The WHO president Tedros Adhanom Ghe- breyesus cited the slum as an example of how an intense Covid-19 outbreak “can still be brought back under control”. But Dharavi found no mention in PM’s re- view meeting because Maharashtra, where Mumbai alone has over 90,000 cases, along with Tamil Nadu and Karnataka are major contributors to India’s growing Covid-19 tally. Uttar Pradesh, Gujarat, and West Ben- gal are fast catching up. City after city is clos- ing down --- Pune, Chennai, and Bengaluru being some. In UP, where a lockdown is in place for the weekend, is mulling another round of lockdown. Prime minister’s concerns for breaking the pandemic’s spread can be best understood from what the Reserve Bank of India Gover- nor Shaktikanta Das said that the Covid-19 is the worst health and economic crisis in 100 years “with unprecedented negative conse- quencesforoutput,jobs,andwell-being”.“The pandemic, perhaps,” he said, “represents so far the biggest test of robustness and resil- ience of our economic and financial system.” The stark picture painted by Das requires urgent steps else we will soon have an un- manageable crisis. The governments have to scale up testing and not conceal numbers of those infected. Being in denial will only make matters worse. The people have a bigger role to play in breaking the pandemic chain to control the virus. Scores of people who can be seen moving around without masks and flouting social distancing norms don’t realise the hazard they pose. IN-DEPTH C he news that the United States has bought the glob- al supply of remdesivir – a drug that can treat Covid-19 – has rightly been criticised as “treatment nationalism”. But the US is not the only country acting selfishly. The United Kingdom re- cently banned the export of dexamethasone – the only drug proven to reduce deaths in people severely ill with Covid-19. Treatment nationalism is not a new phenomenon. During the 2009 swine flu pandemic, wealthy coun- tries dominated the pro- curement of the swine flu vaccine. Developing coun- tries only got access to the vaccine much later on in the pandemic – when the vaccine would have been less effective – and in much smaller doses. This is poor public health and it is poor multi- lateralism. It is morally wrong to think that some- one has a stronger claim to a vaccine because they live in a rich country. CAN IT BE PREVENTED? There is a range of meas- ures governments could take to dominate the sup- ply of a drug or vaccine during a pandemic. The first is simple market dom- ination. This is the case with remdesivir and the United States. Because of intellectual property rights, remdesivir can only be manufactured by Gile- ad, an American company. And the US has contracted with Gilead to purchase nearly all of its supply. So far, so free market. However, there are some options to overcome this. Patents can, and should, be circumvented during a pandemic. Tools like com- pulsory licencing can give permission to generic drug manufacturers to make a patented drug. Providing generic manufacturers can access the raw ingredients contained within remdesi- vir they can easily manu- facture and licence a ge- neric version of the drug. They can do so for signifi- cantly less than the US$2,340 Gilead is charg- ing for each patient. There are other legal op- tions in the area of “treat- ment nationalism”, too. The UK has placed dexa- methasone on its export ban list, meaning that any drug wholesaler attempt- ing to export this drug to other countries could lose their licence. Other options could in- cludegovernmentindemni- fication of drug or vaccine manufacturers for failure to perform contractual ob- ligations, so that even if the manufacturer has contract- ed to supply drugs or vac- cinestoothercountries,the government will prevent them from being sued for breach of contract if they fail to fulfil the order. A more extreme meas- ure would be compulsory requisition of drugs or vaccines that are due to be exported to another coun- try. In the UK, the Civil Contingencies Act 2004 makes provision that a “senior Minister of the Crown” may make emer- gency regulations, includ- ing confiscating private property with or without compensation. While we have not seen this in a pandemic, there is an established history of private assets and land be- ing seized in an emergency, includingintheUK.Ithasn’t happened yet, but it could. Gurugram: Union transport minister Ni- tin Gadkari will lay the foundation stone of Pa- taudi-Rewari National Highway on July 14. The project would also in- clude the construction of the 7km-long Pataudi bypass, which is likely to reduce congestion in Pataudi town. The 46- km long Pataudi-Rewari National Highway will cost Rs1,500 crore, said Gurugram MP and un- ion minister of state Rao Inderjit Singh. Singh said that this project had been stuck for a long time due to land acquisition issues but all these obstacles have been overcome and land needed for the road has been acquired, thus making it possible for the work to start. “This road project will greatly improve the connectivi- ty between Gurugram and Rewari and make commuting easier,” he said. The 46km road will have two flyovers, one overbridge and three interchange con- nections, allowing peo- ple to leave the road, said officials. Singh also said that project will also include the construction of a Pa- taudi bypass road, which has been a long- pending demand. “The 7km- long Pataudi By- pass will ensure that traffic jams and conges- tion, which occurred daily in the township, will not happen any- more,” said Singh. The early construc- tion of this project was on highly demanded. In a letter sent to one such trainee cabin crew member on July 6, the airline said, "In view of the current aviation scenario, it would not be possible for Air India to impart any further training to you for en- gaging your services." The letter also said, "In view of above rea- sons, which are beyond the control of the com- pany, it has been decid- ed to discontinue your training arrangement and dispense with the offer of engagement with immediate effect."
