Use of empowered core hub organizations (FR, UK, SK) - one party should take over the ecosystem-level orchestration - facilitating, building value networks and channeling resources 3. Management of advanced public-private partnerships (FR, SV, UK) - mechanisms for regional networking and communication - creation of business development platforms 4.
