DK/SE FAB FRA, FREE ROUTE AIRSPACE Replaces AIP SUP 33/2012 (Sweden) and AIP SUP 4/11 (Denmark) on May 30th 2013. This AIP SUP is common for Denmark and Sweden and covers the operational concept of Free Route Airspace in DK/SE FAB published in both Denmark and Sweden. On 17 November 2011 Denmark and Sweden seamlessly implemented Free Route Airspace (FRA) in Copenhagen FIR and Sweden UIR (DK/SE FAB) above FL285. FRA in Sweden UIR is part of an on-going trial and will continue for a period of maximum 2 years. Available Entry and Exit points to/from DK/SE FAB are listed in AIP Denmark ENR 4.4 and AIP Sweden ENR 4.4. They are also depicted on the attached maps. Traffic will be subject to General Rules and Procedures, AIP Sweden ENR 1, AIP Denmark ENR 1 and Route Availability Document (RAD) published via Eurocontrol. For RAD, see CFMU website: http://www.cfmu.eurocontrol.int/RAD/index.html. This AIP SUP describes the possibility of flight planning Free Route Airspace (FRA) within the DK/SE FAB. 1 AREA OF APPLICATION The area of application is København FIR above FL 285 and Sweden UIR. 2 TERMS AND ABBREVIATIONS FRA: A specified airspace within which users may freely plan a route between a defined entry point and a defined exit point, with the possibility to route via intermediate (published or unpublished) waypoints, without reference to the ATS route network, subject to airspace availability. Within this airspace, flights remain subject to air traffic control. (Eurocontrol definition). FAB: Functional Airspace Block. FBZ: Flight Plan Buffer Zone FRA Arrival Transition Point: A published NAV aid/significant point to which FRA operation is allowed for arriving traffic. FRA Departure Transition Point: A published NAV aid/significant point from which FRA operation is allowed for departing traffic. FRA Entry Point: Published FRA Entry Point on DK/SE FAB Boundary. FRA Exit Point: Published FRA Exit Point on DK/SE FAB Boundary. FRA Major TMA: Stockholm, Göteborg, Malmö/København/Halmstad, Östgöta and Oslo/Farris. FRA Transit route: A specified segment connecting FRA Transition point with a published NAV aid/Significant point to which FRA operation is allowed for arriving/departing traffic. FRA Transition Point: A position where transit between FRA and Fixed Route operation is planned.
  2. 2. 3 ELIGIBLE FLIGHTS Eligible flights are those over-flights that enter and exit DK/SE FAB above FL285. Over-flights with a level change en-route into FRA are eligible to flight plan FRA the portion above FL 285. Additional eligible flights are those that depart or arrive from/to aerodromes within the FAB or in its proximity and have a planned trajectory above FL285 during some part of the flight in the FAB. The ATS route network will be retained for those flights that are not eligible or do not want to flight plan direct routes. 4 FLIGHT PLANNING 4.1 General Eligible flights may flight plan according to the table below. It is mandatory to insert a FRA Entry/Exit Point in the flight plan when transiting to/from the common DK/SE FAB FRA area with the exception of OAT between DK/SE FAB and EN FIR/ EF UIR In the flight plan item 15, the direct route segment in DK/SE FAB shall be entered as “DCT”. Flight plan not closer than 3 NM clear of the DK/SE FAB boundary. In adjacent areas where ATS is under permanent delegation to either ACC Copenhagen, ACC Malmö or ACC Stockholm, specific DCT routing segments are published via RAD Appendix 4. 4.1.1 Flights to/from aerodromes within “Non FRA Major TMA” in DK/SE FAB. FRA Departure Transition Point is either SID Final Waypoint or, if no suitable SID is available, an optional waypoint within a distance from the aerodrome according to the RAD. FRA Arrival Transition Point is either STAR Initial Waypoint or, if no suitable STAR is available, an optional waypoint within a distance from the aerodrome according to the RAD. Departing traffic: Flight plan from a FRA Departure Transition Point to a FRA Exit Point (alt. to FRA Arrival Transition Point for destination within DK/SE FAB), possible via intermediate waypoint(s), (published or unpublished). The FRA Departure Transition Point to be chosen is the one with the shortest distance to chosen FRA Exit Point (alt. to FRA Arrival Transition Point for destination within DK/SE FAB). Arriving traffic: Flight plan from FRA Entry Point (alt. from FRA Departure Transition Point for departures within DK/SE FAB), possible via intermediate waypoint(s) (published or unpublished) to a FRA Arrival Transition point. The FRA Arrival Transition Point to be chosen is the one with the shortest distance from FRA Entry Point (alt. from FRA Departure Transition Point for departures within DK/SE FAB). 4.1.2 Departing/arriving traffic from/to aerodromes within FRA Major TMA. Departing traffic: Flight plan from SID Final Waypoint (or significant point described in paragraphs below) and if required via an ATS-route to FRA Departure Transition Point. The FRA Departure Transition Point to be chosen is the one with the shortest distance to chosen FRA Exit Point (alt. to FRA Arrival Transition Point for destination within DK/SE FAB). Flight plan from a FRA Departure Transition Point to a FRA Exit Point (alt. to FRA Arrival Transition Point for destination within DK/SE FAB), possible via intermediate waypoint(s), (published or unpublished). Arriving traffic: Flight plan from FRA Entry Point (alt. from FRA Departure Transition Point for departures within DK/SE FAB), possible via intermediate waypoint(s) (published or unpublished) to a FRA Arrival Transition point. The FRA Arrival Transition Point to be chosen is the one with the shortest distance from FRA Entry Point (alt. from FRA Departure Transition Point for departures within DK/SE FAB). From FRA Arrival Transition Point flight plan via an ATS-route to STAR Initial Waypoint (or DCT to a significant point described in paragraphs below. Departures from aerodromes situated between FRA Arrival Transition Point and STAR Initial Waypoint shall flight plan via a published ATS- route to STAR Initial Waypoint (or significant point described in paragraphs below). If no suitable ATS- route is available flight plan DCT to STAR Initial Waypoint. Arriving traffic to Oslo/Farris TMA. Flights with destination within Oslo/Farris TMA via FRA DK/SE FAB Exit Points REPKU, REGMA or ESEBA shall flight plan from FRA Entry Point (alt. from FRA Departure Transition Point for departures within DK/SE FAB) as described in para 4.6.2. 4.1.3 Flights that depart from aerodromes in the proximity of DK/SE FAB. Flight plan from FRA Entry point DCT or via intermediate waypoint(s), to:  FRA Exit Point in DK/SE FAB if destination is outside DK/SE FAB.  FRA Arrival Transition Point if destination is within DK/SE FAB.   4. 4. 4.1.4 Flights that arrive to aerodromes in the proximity of DK/SE FAB.  Flight plan from FRA Entry Point DK/SE FAB to FRA Exit point DK/SE FAB. or  If departure is within DK/SE FAB, flight plan from FRA Departure Transition Point to FRA Exit Point DK/SE FAB. 4.1.5 Compulsory waypoints. Operators shall adhere to compulsory DCT restrictions as published in RAD Appendix 4.  Since ESNS lacks SID and STAR, whenever reasonable, KETEL for departures and SOPLI for arrivals should be used in flight planning. 4.1.6 Overflying traffic with a planned flight level change from a flight level below FL285 to a flight level above FL285. At the waypoint where the flight level change occurs flight plan according to rules for FRA in DK/SE FAB. 4.1.7 Overflying traffic with a planned flight level change to a flight level below FL285 from a flight level above FL285. At the waypoint where the flight level change occur flight plan via ATS-routes. 4.1.8 Airspace management. Denmark: For each TSA, Danger area and Restricted area a Flight plan Buffer Zone (ENR 5.1 and ENR 5.2) has been established. Flight plans shall be filed to remain clear of these areas when active. The TSAs, Danger areas and Restricted areas are activated by NOTAM Waypoints have been established to ease flight planning clear of the Flight plan Buffer Zones. See chart. Flight plans penetrating the Flight plan Buffer Zones, when TSAs, Danger areas and Restricted areas are active will be rejected by IFPS. Sweden: When a clearance has been obtained for a flight along a route penetrating a restricted area within controlled airspace, special permission to cross this area is not required. Ref AIP Sweden ENR 1.3-6 para 10.4 Traffic on an optional free route but outside any published available ATS-route that conflicts with one or several Swedish active military training areas will, during military exercise hours*, normally be vectored around with a total route extension of maximum 20 NM. In no case the total route distance (including possible route extension) will be longer than the distance via published ATS routes. *Military air exercise hours: MON – THU: 0730-1500 (0630 – 1400), FRI: 0730 – 1100 (0630 – 1000) During the period 15 SEP – 1 APR: also TUE 1500 – 2100 (1400 – 2000) Swedish public holidays are excluded (published in AIP Sweden GEN 2.1).
