The argument of this dissertation is that through demanding management tools, careful planning, rigorous control of expenditures and finally, technology, the GCBA is able to shape Buenos Aires in a valid Modern City. The focuses on infrastructure and sustainable service provision contribute to make it a city which will be both more integrated and enjoyable. Though not to fall into traps, every strategy keen on improving someone’s condition foresees complementary policies aimed at ensuring that this person – or social group – will be able to withstand future adversities autonomously. For instance, providing children with personal laptops to go to school would be highly unproductive, were teachers not to be trained to use digital supports to teach. Hence, the GCBA is focusing on empowering people through the development of human capital, so to let talents express freely and to value their contribution to the development of Buenos Aires as a whole.
Since the GCBA is administering the city according to the principles of human-scale, social inclusion, creativity and social harmony, due to the permeability of these integrated policies, I believe the City will become more and more inclusive in a few years, as it will be further discussed in the concluding remarks.
