Power, Politics and Policy Process (Course Outline)

This course will examine the power, politics, organizations, perceptions, norms, actors and networks involved in the agenda-setting and decision-making of public policy in Pakistan. A selection of topics related to the public policy and public management will be analysed, including: the institutional and historical background of public policy; the history and theory of power and its role in public policy; the importance of politics in policy process and public-sector bargain; and the understanding of policy process and policy change. Through interactive lectures and class participation, students will learn how to use analytical frameworks that explain the political and practical complexities in the policy-making process.
