  2. 2. 2 SET Plan (Strategic Energy Technology Plan): • Strategic instrument to implement the R&I and competitiveness dimension of the Energy Union • Speed up energy transition through: o the implementation of 10 Actions to develop and integrate innovative technologies and system solutions o a better alignment of public & private R&I agendas A framework strategy for a resilient Energy Union with a forward-looking climate change policy • Secure, Sustainable, Competitive, Affordable Energy for every European An introduction to the SET Plan
  3. 3. 3 February 2015 ENERGY UNION RIC The SET Plan actions Smart solutions for energy consumers Integrated and flexible energy systems Efficiency in buildings and in energy intensive industries / 2 Batteries for e-mobility and stationary storage Renewable fuels and bioenergy September 2016 SET-PLAN KEY ACTIONS November 2016 ACCELERATING CLEAN ENERGY INNOVATION Carbon capture storage/use Nuclear Safety Developing affordable and integrated energy storage solutions Decarbonising the EU building stock by 2050 Performant and low cost renewables / 2 Strengthening EU leadership on renewables Electro-mobility and a more integrated urban transport system
  4. 4. 4 Coordination of national & European efforts is crucial • Created in 2007: a strategic approach to energy technology innovation • 2015: Integrated approach tackling the energy system as a whole, beyond 'technology silos' • Focus on the deployment of new technologies and solutions to the market with emphasis on making such technologies cost-effective & better performing • A widely participatory process o 32 National Governments: EU28, IS, NO, CH, TK o Industry and research actors: 154 umbrella organisations representing 16 700 entities 12 The Integrated SET Plan in a nutshell
  5. 5. 5 SET Plan governance • Steering Group: The SET Plan decision-making body ensures an increased alignment between national and EU programmes and actions; and the increased cooperation between countries. • ETIPs: Streamlined industry-led stakeholders' structures are directly involved in the target setting process. • EERA: Strategic partnership with the research community promotes coordination among researchers and technology transfer and is involved in target setting.
  6. 6. 6 The role • SET Plan strategic planning and priority setting • SET Plan monitoring and reporting framework o Implementation progress o Global technology and market developments o Dissemination portal: • R&I progress in the EU's energy sector – inputs to the State of the Energy Union annual reports The benefits • More efficient use of Information & Knowledge for better Governance • Transparency & Accountability SETIS: The SET Plan Information System
  7. 7. 7 Integrated SET Plan Actions (I) A. World leader in developing the next generation of renewable energy technologies SET Plan Actions 1 & 2 1.Technology leadership by developing highly performant renewables technologies and their system integration 2.Cost efficient key technologies Cost and performance targets for 5 key RES technologies: Offshore Wind, Concentrated Solar Power Solar Photovoltaics, Ocean and Deep Geothermal
  8. 8. 8 B. Future EU energy system, smart cities and placing consumers at the centre SET Plan Actions 3 & 4 3. Energy consumers, Smart cities & communities 4. Resilience, security and smartness of the energy system Targets for: • Energy Consumers: more comfortable and healthier living environment at a lower energy cost • Smart cities & Communities: global leader in technology integration for and the deployment of zero energy districts • Integrated & Flexible Energy Systems: technologies, systems and services for grid flexibility; better integration of RES and H&C systems Integrated SET Plan Actions (II)
  9. 9. 9 C. Energy efficiency first SET Plan Actions 5 & 6 5.New materials and technologies for energy efficiency solutions for buildings 6.Continue efforts to make EU industry less energy intensive and more competitive Targets for: • EE in buildings: New Materials and technologies for energy neutral building stock • H&C in buildings: Cross-cutting technologies that enhance RES thermal output • EE for Industry: Specific sector and cross-cutting – cost competitiveness, energy reduction and optimisation Integrated SET Plan Actions (III)
  10. 10. 10 D. Sustainable transport systems SET Plan Actions 7 & 8 7.Become competitive in the global battery sector 8.Renewable fuels needed for sustainable transport solutions and bioenergy global leadership. Targets for: • Batteries for e-mobility & stationary storage: • Renewable fuels for transport and Bioenergy leadership: New market for EU advanced renewable fuels, biomass resources management and bio-refineries – innovative systems integration. Integrated SET Plan Actions (IV)
  11. 11. 11 Batteries for e-mobility and stationary storage Scope • Develop competitive technologies and manufacturing processes for high performance, safe and cost-effective battery systems for e- mobility • Increase the use of batteries for stationary energy storage for RES integration and grid stability • Establish a manufacturing base in Europe and the recycling of batteries. Agreed strategic targets • Gravimetric / volumetric energy density • Gravimetric power density • Lifetime • Costs • Manufacturing • Recycling
  12. 12. 12 E. Driving ambition in CCUS SET Plan Action 9 Targets for enabling whole- chain CCS demonstration: CCS chain demonstration incl. carbon-intensive industries, transport and storage infrastructure and utilisation via industrial symbiosis F. Nuclear Safety SET Plan Action 10 Targets to ensure the highest standards of safety, security, & waste management and maintain technological leadership* in nuclear *In accordance with Council Regulation (EURATOM) No1314/2013 Integrated SET Plan Actions (V)
  13. 13. 13 Implementation and the way forward Implementation Plans identify R&I activities and develop mechanisms to meet the agreed targets • Enable the alignment of national programmes • Catalyse the coordination of European National research & innovation activities and funding • Can lead to Joint R&I activities between SET Plan countries (with or without EU funds) Temporary Working Groups develop the implementation plans. Members: • SET Plan countries committed in principle to use their energy R&I national programmes and policies to implement some of the R&I activities and interested in developing and pursuing joint research with other SET Plan countries. • Stakeholders: Experts from ETIPs, PPPs, etc. • The Commission supports the work, e.g. SETIS
