(Evaluate the content of the “Basic” and “Advanced” Training; “Train- the-Trainer” approach)  Building Capacity at the Regional Level in order to provide support within the region.  How can we address synergies and collaboration with partners?

(Continued) RECOMMENDATION STATUS OF ACHIEVEMENT Continuous advocacy from UEMOA, EAC and FAO towards the Government to ensure the sustainability of CountrySTAT for the long-term - Advocacy completed - Work towards sustainability is ongoing Broaden the framework of consultation to private sector and civil society so that they are also advocating for the continued development and sustainability of CountrySTAT. Not fully completed Private sector has been introduced to CountrySTAT through work on improving fertilizer statistics w/ AFO.org FAO should promote dialogue between National Bureau of Statistics and Ministry of Agriculture for a better development of CountrySTAT. Monday, December 02, 2013CountrySTAT RECOMMENDATION STATUS OF ACHIEVEMENT Nominate a unique focal point for FAOSTAT questionnaires who will be member of the Technical Working Group of CountrySTAT. Completed - Focal points were identified and have been involved in TWGs. Capacity building of CountrySTAT national staff in statistical methods for estimations of missing data by using the best practices, including the sharing of experiences among countries. Ongoing - Methodology introduced during the last Regional TWG meetings (UEMOA - Abidjan, EAC - Mombasa). Tool to be developed in R by FAO. Investigate the evaluation, validation and uploading of all available data and relevant statistical indicators to the “Thematic Module” such as: Agricultural Censuses and Surveys; Cost of Production Surveys, Food Balance Sheets; Agricultural Statistics Yearbook, etc. Ongoing – A number of good examples from Cameroon, Côte D’Ivoire, Burkina Faso, Burundi, Mali, Niger, Senegal, Tanzania, Togo

Creating a correspondence table to allow the data regional aggregation. Ongoing Minimization of divergences and incoherent data between FAOSTAT and CountrySTAT. Ongoing

Monday, December 02, 2013CountrySTAT RECOMMENDATION STATUS OF ACHIEVEMENT The use of Google chart based interface: The map should be focused on the part of the world from which the user is navigating; - Show National organizations in the map in the CountrySTAT access page; Address accessibility issues. This recommendation has been superseded by other tools developed under the new system. The upload workflow should be consistent with the current one. Completed Develop IT tools to facilitate uploading relevant official documents to the metadata section of the CountrySTAT system. Ongoing This is one of the most important and very complicated areas of work still in progress.
  8. 8. 4. How to ensure better communication for more visibility of the CountrySTAT system? Monday, December 02, 2013CountrySTAT RECOMMENDATION STATUS OF ACHIEVEMENT Start with a strategic plan before a communications plan which details key persons in institutions, roles and responsibilities, deliverables, and institutional framework. Completed for the CountrySTAT HQ Level activities. Must be adapted to each country. For countries in the second phase, analyze the results from the first Communications Consultant; it is preferred that the communications focal point is from the focal institution, part of the TWG and understands the statistical and communications context better than an external consultant. For countries in the first phase it is important to share best practices in Communications; this should be encouraged for countries in RECs such as EAC and UEMOA. Ongoing

(Continued) Monday, December 02, 2013CountrySTAT RECOMMENDATION STATUS OF ACHIEVEMENT The Communications Plan developed should be harmonized with any existing national plan for communications related to statistics also making use of tools such as Newsletters, Multimedia, links to relevant news items or documents. Ongoing - Burundi prepared a national communications plan. Identify institutions that are relevant, and try to establish web links from those ministries to the national CountrySTAT site; it could also be possible to have web links to specific information on CountrySTAT on the ministry site. For example, AfricaFertilizer has web links to CountrySTAT tables specifically on Fertilizer. Ongoing Use South-South Cooperation for sharing communications best practices from the countries with very active communications activities. Not completed

(Continued) Monday, December 02, 2013CountrySTAT RECOMMENDATION STATUS OF ACHIEVEMENT Use the best practices from countries: Case of Cameroon: Head of Communications from focal institution has always been included in the TWG and trained like all the others, and from the beginning has been advocating and raising the visibility of CountrySTAT; Case of Ethiopia: Organize a session to sensitize the media on What is CountrySTAT, why it is important, who is involved, and how to access the site. This really provides the media with a forum to ask questions and understand the value of the system. Ongoing In Cameroon the FAO Communications Officer consistently takes part in CountrySTAT activities, and consistently provides visibility of these activities. Ethiopia includes CountrySTAT activities in the official Central Statistics Agency publications. Regularly update the news section of the website, add photos, and work as a team to keep the content fresh and new Ongoing – Many countries have consistently updated news with their most recent TWG activities.
  11. 11. 5. How to maintain qualified and well-trained staff on CountrySTAT at the national level? Monday, December 02, 2013CountrySTAT RECOMMENDATION STATUS OF ACHIEVEMENT Improve the advanced trainings with more practical exercises and the participation of staff from National Secretariat and the CountrySTAT Technical Working Group. Ongoing CountrySTAT training materials have been updated and contain many practical exercises, and reflect the new system. FAO should initiate a community (forum) supported by the countries to address everyday issues related to the CountrySTAT system which could help to identify in-country experts that can be mobilized for south-south cooperation. Ongoing Tools have been developed and should be released in early 2014. Commitment from the trained person to train at least three other national staff. Not completed - Refresher Trainings held in some countries are an opportunity for knowledge sharing Develop and implement E-Learning which will be vital for sustainability. Completed in English and French. CD- Rom available.

(Continued) Monday, December 02, 2013CountrySTAT RECOMMENDATION STATUS OF ACHIEVEMENT Organize refresher trainings when there are major changes on the CountrySTAT website. Ongoing Train more than one person per country for the IT Trainings. Ongoing The countries should also take the responsibility to send additional people to trainings under their own funding to increase the number of people with the knowledge of subjects trained. Not completed A few good examples from are Gabon, Mozambique, Uganda Reinforce the Train-the-Trainer Approach. Ongoing - A number of CountrySTAT Secretariat members have been trainers as part of CountrySTAT workshops for new countries/Regional Organizations.
  13. 13. 6. How can we build capacity at the Regional Level in order to provide support within the region? Monday, December 02, 2013CountrySTAT RECOMMENDATION STATUS OF ACHIEVEMENT Capacity building of a team of regional and national experts and competent trainers who can provide technical support on an ongoing basis through regional institutions and South-South cooperation. Ongoing Good examples are Kenya, Ghana, Senegal, Côte D’Ivoire, Togo, Cameroon, UEMOA regional team Involve regional organizations in CountrySTAT Technical Working Groups. Ongoing Regional Expert Statisticians have attended many TWGs to provide technical assistance funded by their organization FAO should work to identify funding for expanding CountrySTAT to other Regional Organizations using “South- South” cooperation arrangement. For example arrangements could be made between the Central African Economic and Monetary Community (CEMAC) and Cameroon to spread CountrySTAT to other members of the Community. Not Completed Mission planned to CEMAC was cancelled due to problems with security in Bangui.
  14. 14. 7. How can we address synergies and collaboration with partners? Monday, December 02, 2013CountrySTAT RECOMMENDATION STATUS OF ACHIEVEMENT The Regional Organizations should be involved in the oversight of country level activities and establishing partnerships. Ongoing CountrySTAT should be the primary system for dissemination of data in AGRIS (ECOWAS) and SIAR (UEMOA). Completed for UEMOA, not completed for ECOWAS. Establish partnerships with those who can help improve statistical data; and where CountrySTAT has a weakness. We need to involve partners with the comparative advantage and who can make a positive contribution in this identified area. Ongoing Best practice is AfricaFertilizer.org that has been involved in providing country level training on improving the quality and accessibility of fertilizer statistics.
