1. Monitoring is inherently political, not simply a technical exercise;
needs to reflect social and human rights dimensions
2. In collection of data, inclusion of under-represented populations and
topics is important
3. Not necessary to use a single monitoring mechanism or methodology,
but initiatives need to be complementary
4. Important to use national-level partnerships or multi-stakeholder
platforms to ensure diverse participation in land monitoring

Next steps and recommendations – the way forward
1. Resource national-level monitoring and dialogue the quality of land
governance, based on multi-stakeholder platforms and partnerships
2. Strengthen dialogue between existing initiatives and fora to agree on
a monitoring framework, including key indicators, institutional
responsibilities, and an implementation strategy
3. Identify institutional mechanism and timing for reporting back by
member states
