  1. 1. EFFECTIVE NATIONAL MULTI-STAKEHOLDER PLATFORMS TO ADVANCE TENURE SECURITY IN THE FRAMEWORK OF THE VGGT ILC and FAO 05.10.2017 – 14.00-15.30
  2. 2. Key issues, challenges and opportunities 1. There are evidences that Multi-stakeholder processes can result in inclusive land tenure policy and laws, Multistakeholder participation/platform is a way in promoting change. 2. However, political and social environments can be challenging for a multi-stakeholder process. Build the basis with time. 3. Civil society is sometimes seen as an opponent. Build trust. 4. How to ensure effective participation of all stakeholders? How to deal with power imbalances? Establishing clear rules of the game
  3. 3. Main lessons learned/recommendations 1. Platforms enable to coordinate actions not only between but also inside government institutions and civil society organisations. 2. Build on existing structures to ensure sustainability. 3. Take action also beyond the platforms to ensure continuous work/mobilisation. 4. Reach out towards different type of expertise, consider the relationships between stakeholders, and ensure that everyone can have a say and is able to do so. 5. Continuous exchange between levels (local-national-global). Bring national players to local level. Share lessons learnt between countries.
  4. 4. Next steps – the way forward 1. Building stakeholders together is already a result. It is essential to focus on their capacities and consider the diversity of these actors. 2. Take concrete action on the basis of the decisions/resolutions of the platforms aimed at meeting expectations of the actors and incentivise their further engagement 3. Monitor the progress with policies and activities. Feed the results of monitoring into the discussions of the platforms. 4. Render the platforms sustainable. Question on whether to institutionalise or not? Do not exclude stakeholders that have gained voice.
