Discovery Day 2017 is focused on technology’s contribution to the implementation of the VGGT and on addressing some of the world’s most pressing tenure related issues, resulting from the negative impact of climate change, violent conflicts, mass migration, and growing urbanization. Bringing together speakers from the government, the private sector, FAO, World Bank, European Commission Joint Research Centre, the Discovery Day 2017 aims to demonstrate how technology could contribute to improving governance of tenure through transparency, accountability, and gender equality in land administration.

Key issues raised: • Technology are no more major hinders for land reforms in any country • Present technology allows for local people participation in recording the boundaries of the existing rights • Legal and institutional reforms are lacking behind the technology development • Return of investment in technology is far greater than ever • Need to focus on the user needs - Fit for Purpose use of technology and data

Issues of the technical theme: • Low government capacity to use the available data and technology • Need to focus on the user needs - Fit for Purpose use of technology and data • Need for private sector and academia involvement • Need for financial support • Long term sustainability of investments • Need of legal changes to support the use of technology and share data • Active collaboration between all actors is needed • Political support is critical

Challenges • Political will is critical – the technical solutions are available at lower cost and easy access • Cultural barriers could be the biggest challenge in the developing countries • Corruption and land grabbing are barriers for adopting new technology, which increases transparency, accountability and bring community benefits • Low capacity at local level to use the technology • Technology moves faster than institutional, legal and policy reforms

Next steps ahead related to technical theme • Cross regional cooperation in use of geospatial technology, sharing experience with the Centers of Excellence in the UK and Serbia has been agreed with the Philippines, Guyana and Sierra Leone • Guyana: run NSDI diagnostic and work together to define country Action Plan • Philippines: run NSDI diagnostic, update the Concept note for the new TCP Geospatial project proposal • Senegal: follow up with the FAO Open Tenure Team, DigitalGlobe will provide information about the available archive imagery and a sample to testing the Open Tenure with VHR imagery • Serbia: work on national forest inventory, form group on innovation solution for mass valuation, follow up on ag sector requirements for IACS/LPIS • Sierra Leone: run NSDI diagnostic, follow up with the World Bank project preparation on key investment needs, DigitalGlobe will provide sample imagery for pilot areas

What is the main message to take way from this session Technology opens new opportunities to speed up the implementation of the VGGT, but it must be combined with political will, policy, legal and institutional reform, and capacity building programs. Technology allows for community participation and increase transparency.
