Background: History of Agriculture Data collection inVanuatu:  1971 - Cattle Survey; first attempt made to conduct a primary production census in Vanuatu.  1976 - basic statistics collected from every village and plantation by the Department of Agriculture.  1983 – 1st Census of Agriculture; first attempt to conduct a broad agricultural census in the country took place in 1983 with a complete enumeration of households in both rural and urban areas  1992 - Small Holder Agriculture Survey; ◦ Sampling Frame from 1989 Population Census. ◦ Sample size – 2250 households / 10% of Households  1993 – 2nd Census of agriculture was carried out but it did not cover small holding production in sufficient detail, and was conducted only on five main islands  2006 – 3rd Census of Agriculture  2013? – Agriculture Small holder survey; project did not materialize due to difficulty Funding difficulties.  Agriculture Questions are also asked in Population Census 3

Background Cont.  All Agriculture Census undertaking in Vanuatu are conducted in collaboration with the Ministry of Agriculture and the Statistics Office  Technical support has been provided by UN-FAO, SPC, other UN Agencies and Government Departments  Financial support provided by UN-FAO, AusAid, NZ-Aid and Vanuatu Government  Recent Costing; ◦ 2006 Agriculture Census – Over 130 million VT or USD 1.3 Million ◦ 2016 Mini-census – Over 50 million VT or USD 500,000 4

Work on the holding  Challenges and Recommendation ◦ The Mini-Census was designed to collection only a few key indicators that was priority for the Vanuatu Government particularly the population Count after Tropical Cyclone PAM. Therefore limiting a lot of Census core questions! ◦ The population Census of 2020 will follow the agreed Pacific Core Set of Questions with a few country specific modules. ◦ The ILO resolutions for measuring Labour force will be fully applied. 9

Collecting agriculture data in the population and housing census  Linking Population and Agriculture Census; ◦ Vanuatu thinking of integrating the Population census and the Agriculture Census in the Round of 2020 Population and Housing Census. ◦ High Cost of conducting Surveys and Census would lead to this approach being used in the future. 10
