  4. 4. 7th Capitalization Meeting EU Land Governance Programme In 2009, Brazil created the National Land Regularisation Programme – Programa Terra Legal – in the context of the national Government’s efforts to reduce deforestation and to promote sustainable development in the Amazon Terra Legal Background Regularisation of rural land titles Regularisation of Urban lands Allocation of federal public lands to social or collective purposes

Background Terra Legal The Terra Legal Programme introduced transparency in the allocation of lands to different functions through the creation of an integrated land management system: Main results to date More than 30 thousand land titles in rural areas regularised; More than 170 thousand properties were georeferenced - approximately 64 million hectares.   6. 6. 7th Capitalization Meeting EU Land Governance Programme On the basis of the Voluntary Guidelines, the project foresees actions on land governance in the federal and state land institutions, environmental agencies and other relevant actors. In this context, SERFAL, prepared a technical cooperation initiative with the objective to improve and accelerate the process of land allocation and regularisation of public lands under the Legal Land Programme in four states through the provision of specialised services for technical assistance, studies and advice. The EU project provides support in strict coordination with a project supported by the German Government and implemented by GIZ to support land regularisation in in Rondônia, Acre and the south of the State of Amazonas Background EU Project Pará Mato Grosso Amazonas Amapá
  7. 7. 7th Capitalization Meeting EU Land Governance Programme Progress April 2017 EU Project: launched November 2017 Implementation consortium of GFA, (IIEB) and GCI set up office in SERFAL- Brasilia Consultancy hired May 2018 to assess in 40 offices in the four states the number and state of files that need to be digitalised. A number of new consultancies are under preparation, including a consultancy to: • implement the communication and visibility plan; • organize SERFAL’s data bases; • automatize the planning and preparation of the integrated regional mobilisation methodology; • help SERFAL to improve the efficiency of that methodology
  8. 8. 7th Capitalization Meeting EU Land Governance Programme Terra Legal main Challenges: Minimise conflicts Promote legal security Contribute to the reduction of deforestation; Contribute to the mitigation of climate changes EU Project to Support Terra Legal : How to increase efficiency of regularization efforts. Organise data in such a way that all actors have access to georeferenced data, and that these data can be shared with other parties, Ensure that the expected impacts of land regularization be monitored and achieved.   9. 9. 7th Capitalization Meeting EU Land Governance Programme Next steps for in the coming year: • Implement Communication and visibility plan • Digitalise all process files in the States of Pará; Mato Grosso, Amazonas and Amapá; • Test alternatives to increase efficiency of Integrated Regional Mobilization Methodology (mutirões); • Implement system of monitoring impacts of the Terra Legal Programme; • Develop Improvements in the Georeferenced Land Regularization system (SIGEF) • Agree joint workplans with state land regularisation agencies in Mato Grosso, Pará and Amazonas • Launching of the project at state level (state of Mato Grosso, Cuiabá) – 4-6 July with the participation of the EU Ambassador and land state authorities.
